China is stepping up its efforts to contain the spread of the novel coronavirus (2019-nCov) across the country by organizing charities to prioritize areas most in need of assistance and boosting the production of essential emergency supplies.
The Ministry of Civil Affairs released a circular Sunday, requiring charity organizations to adjust their donation plans according to the needs of the worse-hit areas, focusing on raising protective clothing, facial masks, protective goggles and other materials that are needed for prevention and control of the disease.
Charity organizations should file their public donation plans with the civil affairs authorities and put themselves under the supervision by donors and the general public, the circular said.
Charity and volunteer organizations from other areas are urged not to enter central China's Hubei Province, the center of the 2019-nCoV outbreak, until the epidemic ends.
The Ministry of Industry and Information Technology is working to meet surging domestic demand for medical supplies via various channels including international procurement as supply shortage hampers efforts of controlling the disease, said Vice-Minister Wang Jiangping.
While most needs can be met, there is still a supply-demand gap for essential materials such as facial masks and protective suits, he said.
A total of 220,000 medical protective suits have already been purchased from overseas and are now on their way to China, he said.
Hubei Province reported a daily demand of 100,000 medical protective suits, while there are only 40 domestic manufacturers in China with a combined output of 30,000 a day.
The medical protective suits manufacturers are operating at 40 percent of their capacity due to Spring Festival holidays.
Wang said China also has a daily capacity of around 50,000 suits for export. However, they are not immediately ready for the domestic market due to different production standards.
Wang said that apart from purchasing from overseas, China is doing its best to resume production. Meanwhile, the government will use reserves to meet the needs.
The authorities will also work to align domestic standards with international ones so that medical products designed to meet EU or U.S. standards can be used under certain domestic situations, he said.
Personal protective equipment manufacturers have called off their New Year holidays and workers are overtime to ensure the supply of facial masks and protective clothing.
In the first 16 days of the 40-day Spring Festival travel rush, which start on Jan. 10, about 11.2 billion trips were made via railway, highway, waterway and aviation, rising one percent year on year, according to the Ministry of Transport.
The Ministry of Transport said that body temperature checkpoints have been set up in 1,189 railway stations as local railway authority strengthened prevention measures to help curb the spread of the disease.
China Railways has also closed down the outbound lines at 79 railway stations in collaboration with relevant local governments.
The Ministry has taken measures to prioritize the transportation of emergency supplies and medical staff destined for Wuhan.
So far, the railways have delivered 343 batches of emergency supplies including medicine, medical instruments, gloves and vegetables and other daily supplies to Wuhan.

وأفاد الإعلان أنه يتعين على المنظمات الخيرية تقديم خطط التبرعات العامة إلى سلطات الشؤون المدنية ووضع نفسها تحت إشراف الجهات المانحة والجمهور العام.
وتحثّ الوزارة الجمعيات الخيرية والمتطوعين من المناطق الأخرى على عدم دخول مقاطعة هوبي بوسط الصين، مركز تفشي فيروس كورونا (2019-nCoV)، حتى انتهاء الوباء.
وقال وانغ جيانغ بينغ، نائب وزير الصناعة وتكنولوجيا المعلومات، إن الوزارة تعمل على تلبية الطلب المحلي المتزايد على الإمدادات الطبية عبر قنوات مختلفة بما في ذلك المشتريات الدولية حيث يعوق نقص الإمدادات جهود مكافحة المرض.
ورغم أنه يمكن تلبية معظم الاحتياجات، لا تزال هناك فجوة بين العرض والطلب بالنسبة للمواد الأساسية مثل أقنعة الوجه والملابس الواقية، وفقا للوزير.
