Draft decision on Hong Kong to ensure implementation of "one country, two systems" principle: official
The draft decision on establishing and improving a legal system and enforcement mechanism for safeguarding national security in the Hong Kong Special Administrative Region (HKSAR) will ensure the long-term prosperity and stability of the region, said an official in Hong Kong on Friday.
The draft decision was submitted Friday to the third session of the 13th National People's Congress (NPC) for deliberation.
Starry Lee Wai-king, chairperson of the Democratic Alliance for Betterment and Progress of Hong Kong, said that the rioters were breaking the "one country, two systems" principle over the past year, and the draft decision is expected to prevent risks to Hong Kong's security and help maintain the region's long-term prosperity and stability.
"What has happened in Hong Kong over the past year fully testifies that Hong Kong was vulnerable to the penetration by external forces, which has caused a lot of damage. In the past few years, there have been so many examples that too many people have been violating the 'one country, two systems' principle unscrupulously. However, due to Hong Kong's legal loopholes in national security, a lot of things have gone out of control, making the rule of law and public security in Hong Kong getting worse and worse," she said.
She added, "From the national perspective, no country will allow its system to have a major loophole in the area of national security. The country has the responsibility to plug that loophole, because it is a responsible decision for the Chinese people. We firmly believe that the 'one country, two systems' principle is the best for Hong Kong in the past, at present and in the future. Measures must be taken to close that loophole. In my opinion, the NPC's decision is aimed at ensuring the long-term implementation of the 'one country, two systems' principle."
