China will make full use of national land-use plans and policies to ensure the benefits of urban renewal reach the people, an official from the country's Ministry of Natural Resources said on Monday in Beijing. 
Speaking at a press conference, Xie Haixia, director of the National Land Spatial Planning Bureau at the ministry, said that revitalizing existing land and space resources is a core task of urban renewal. 

"We will establish an integrated blueprint for natural resource management and land-use planning to strengthen the assessment of existing urban resources. This blueprint will enable full management of existing resources, facilitate data sharing across government departments, effectively manage public assets, put idle resources to use, and fully support urban renewal initiatives," she said. 

The ministry will integrate land-use planning with land policies, adhering to three key principles -- public welfare, intensive and efficient land use, and respect for property rights -- while stepping up efforts to revitalize underutilized land and properties, according to officials at the press conference. 

They also noted that China will streamline planning and management procedures to accelerate public welfare projects. 

For instance, for small-scale community renewal projects such as adding elevators to old residential compounds, building small neighborhood parks, or setting up community childcare facilities, planning permit approvals may be simplified or waived entirely. 

Officials also noted that China would introduce innovative land-use support policies to cut costs and ease financial pressures on revitalization projects.
