Iran's Persian Gulf Strait Authority (PGSA), the body responsible for maritime traffic in the Strait of Hormuz, announced on Friday new procedures for vessels seeking passage through the waterway, including a requirement that transit requests be submitted at least 48 hours in advance.
In a post on social media platform X, the PGSA stressed that only vessels that comply with the requirements will be "cleared for passage promptly."
The PGSA said passage requests must be submitted exclusively through its website and email address, and must include vessels' "valid and accessible" contact information.
To avoid delays, vessels are required to submit passage requests and necessary information "at least 48 hours prior to arrival at the strait area," it said.
The PGSA also announced that, during the 60-day period specified in the newly signed peace memorandum of understanding (MoU) between Iran and the United States, ships will be exempt from charges related to passage through the strait. Costs associated with security, safety and environmental services, as well as related Iranian insurance requirements, will be covered by the Iranian government.
Vessels must coordinate with Iranian authorities in advance regarding the designated route and time of crossing the Strait of Hormuz, it said, adding that vessel owners will bear responsibility for any failure to comply with the regulation.
The announcement came a day after Iran's Supreme National Security Council (SNSC) issued an order for the swift handling of requests by vessels for passage through the Strait of Hormuz in line with the Iran-U.S. MoU.
According to the SNSC, under the MoU, no fee will be charged for 60 days for passage by ships requesting to cross the Strait of Hormuz, and all the expenses will be covered by the Iranian government.
On Feb. 28, Israel and the United States launched joint attacks on Tehran and other Iranian cities. Iran responded with waves of missile and drone attacks targeting Israel and U.S. bases and assets in the region, and tightened its grip on the Strait of Hormuz, barring safe passage of vessels belonging to or affiliated with Israel and the United States.
Die iranische Behörde für die Meerenge im Persischen Golf (PGSA), die für den Schiffsverkehr in der Straße von Hormus zuständig ist, hat am Freitag neue Verfahren für Schiffe angekündigt, die eine Durchfahrt beantragen. Dazu gehört die Pflicht, Anträge mindestens 48 Stunden im Voraus einzureichen.
In einem Beitrag auf der Plattform X betonte die PGSA, dass nur Schiffe, die alle Anforderungen erfüllen, umgehend eine Durchfahrtsgenehmigung erhalten.
Die Anträge könnten zudem ausschließlich über die Webseite der Behörde erfolgen beziehungsweise an deren E-Mail-Adresse gestellt werden und müssten „gültige und erreichbare“ Kontaktdaten des Schiffes enthalten, so die PGSA.
Um Verzögerungen zu vermeiden, sind Anträge samt Angaben „mindestens 48 Stunden vor Ankunft im Bereich der Meerenge“ einzureichen, heißt es in dem Beitrag.
Außerdem teilte die PGSA mit, dass Schiffe während der im Rahmen des neu unterzeichneten Memorandum of Understanding (MoU) zwischen dem Iran und den USA gesetzten 60-tägigen Frist von Durchfahrtsgebühren befreit sind. Die Kosten für Sicherheits-, Schutz- und Umweltdienstleistungen sowie zur Erfüllung der iranischen Versicherungsanforderungen würden von der iranischen Regierung übernommen.
Auch müssten sich Schiffe im Vorfeld mit den iranischen Behörden über die festgelegte Route und die Zeit der Durchfahrt abstimmen. Bei Verstößen gegen diese Vorschriften trügen die Schiffseigner die Verantwortung, hieß es weiter.
Die Ankündigung erfolgte einen Tag, nachdem der Oberste Nationale Sicherheitsrat (SNSC) des Iran angeordnet hatte, Anträge auf Durchfahrt durch die Straße von Hormus zügig und in Übereinstimmung mit dem iranisch-amerikanischen MoU zu bearbeiten.
Laut SNSC werden in den 60 Tagen keine Gebühren erhoben, alle Kosten trägt die iranische Regierung.
Am 28. Februar hatten Israel und die USA gemeinsame Angriffe auf Teheran und andere iranische Städte durchgeführt. Der Iran reagierte mit Raketen- und Drohnenangriffen auf Israel sowie US-Einrichtungen in der Region und verschärfte seine Kontrolle über die Straße von Hormus, wobei Schiffen mit Zugehörigkeit beziehungsweise Verbindung zu Israel und den USA die sichere Durchfahrt verweigert wurde.
أعلنت هيئة مضيق الخليج الإيرانية، وهي الهيئة المسؤولة عن حركة الملاحة البحرية في مضيق هرمز، يوم الجمعة/19 يونيو الجاري، عن إجراءات جديدة للسفن التي تسعى إلى المرور عبر المضيق، بما في ذلك اشتراط تقديم طلبات العبور قبل 48 ساعة على الأقل.
وأكدت الهيئة في منشورها على منصة ((X)) للتواصل الاجتماعي، أنه سيتم "السماح بمرور السفن التي تستوفي المتطلبات على الفور".
وقالت الهيئة إن طلبات المرور يجب تقديمها حصرياً عبر موقعها الإلكتروني وعنوان بريدها الإلكتروني، ويجب أن تتضمن معلومات الاتصال "الصحيحة والتي يمكن الوصول إليها" للسفن.
وبحسب ما جاء في البيان، لتجنب التأخير، يتعين على السفن تقديم طلبات المرور والمعلومات اللازمة "قبل 48 ساعة على الأقل من الوصول إلى منطقة المضيق".
كما أعلنت الهيئة أيضًا أنه خلال فترة الستين يومًا المحددة في مذكرة التفاهم الجديدة الموقعة بين إيران والولايات المتحدة، ستُعفى السفن من الرسوم المتعلقة بالمرور عبر المضيق. وستتكفل الحكومة الإيرانية بتغطية التكاليف المرتبطة بالأمن والسلامة والخدمات البيئية، فضلًا عن متطلبات التأمين ذات الصلة.
وقالت السلطات إنه يجب على السفن التنسيق مع السلطات الإيرانية مسبقاً بشأن المسار المحدد ووقت عبور مضيق هرمز، مضيفة أن مالكي السفن سيتحملون المسؤولية عن أي إخفاق في الامتثال للائحة.
وجاء هذا الإعلان بعد يوم من إصدار المجلس الأعلى للأمن القومي الإيراني أمراً بالتعامل السريع مع طلبات السفن للمرور عبر مضيق هرمز بما يتماشى مع مذكرة التفاهم بين إيران والولايات المتحدة.
وبحسب المجلس الأعلى للأمن القومي الإيراني، وبموجب مذكرة التفاهم، لن تُفرض أي رسوم لمدة 60 يومًا على مرور السفن التي تطلب عبور مضيق هرمز، وستغطي الحكومة الإيرانية جميع النفقات.
La Autoridad del Estrecho del Golfo Pérsico (PGSA, siglas en inglés) de Irán, organismo responsable del tráfico marítimo en el estrecho de Ormuz, anunció el viernes un nuevo procedimiento para el paso de buques por la vía marítima, incluyendo ciertos requisitos como que la solicitud de tránsito se presente con al menos 48 horas de antelación.
La PGSA subrayó que solo los buques que cumplan con los requisitos recibirán autorización para el paso de forma inmediata, publicó la autoridad en su plataforma de redes sociales X.
Las solicitudes de paso deben presentarse exclusivamente a través de su sitio web y correo electrónico, e incluir información de contacto válida y accesible de los buques.
Para evitar demoras, los buques deben presentar las solicitudes de paso y la información necesaria al menos 48 horas antes de su llegada a la zona del estrecho.
La PGSA también anunció que, durante el período de 60 días estipulado en el memorando de entendimiento de paz recientemente firmado entre Irán y Estados Unidos, los buques estarán exentos del pago de tasas relacionadas con el paso por el estrecho. El propio Consejo corroboró que, en virtud del memorando, el paso de buques por el estrecho de Ormuz estará exento de tarifas durante 60 días, siendo el Gobierno iraní el responsable de asumir los gastos derivados.

Как подчеркнуло PGSA в своей публикации в соцсети X, "незамедлительно допущены к проходу" будут только те суда, которые выполняют эти требования.
Согласно сообщению, заявки на транзит должны подаваться исключительно через веб-сайт ведомства или на его электронную почту и содержать "действительные и доступные" контактные данные судов.

この新規則は、イランの最高国家安全保障会議がイランと米国の覚書に沿って、商船の通航申請を優先的かつ迅速に処理するよう指示を出した翌日に発表された。
