International experts have hailed Chinese President Xi Jinping's latest call for broad international cooperation to bridge the digital divide as a guide for building a just and equitable system for global AI governance. 

Xi called for avoiding new historical injustices in AI development and urged global cooperation to ensure that developing nations have equitable access to AI technology and capacity-building in his keynote speech at the opening ceremony of the 2026 World AI Conference and High-Level Meeting on Global AI Governance in Shanghai on Friday. 

"I think President Xi Jinping's emphasis on China as a provider of international public goods in the field of artificial intelligence is significant. It carries a broader meaning that artificial intelligence is no more an issue of rich countries or developed countries or the great power. It should serve the humanity across the board, across the globe, for every country, especially for Global South," said Haris Bilal Malik, a researcher at the China-Pakistan Study Center of the Institute of Strategic Studies Islamabad. 

"Currently, there is a deep asymmetry between the Global South and the so-called Global North, especially in AI development. The Global South supplies critical minerals, energy and data, but remains largely sidelined in rule-making. President Xi's call to avoid new historical injustices in AI directly addresses this issue. I think that is a very fair and timely statement," said Alan Carmosa, a Brazilian international political economist. 

Twenty-nine countries on Thursday signed an agreement in Shanghai on establishing the World Artificial Intelligence Cooperation Organization (WAICO). 

The establishment of the WAICO, Xi said, is a major move by China to answer the call of the Global South and unite the international community together to promote vigorously AI development and governance. "It will be an important milestone in the history of AI development," he said. 

"I fully support President Xi's initiative, and this will augur well for the world. As you know, the world needs a body that will be able to promote accessibility and equality. The World AI Cooperation Organization will be able to ensure that we train necessary talent, we provide necessary infrastructure, we also share our values, and so that whatever regulations and whatever AI initiative, it is more humane and it is for the humanity," said Liow Tiong Lai, chairman of the ASEAN-China Association for the Promotion of Industrial Cooperation and Development. 

"I believe that in his speech, he makes a fundamental and important point, which streamlines our philosophical approach in everything we do. Ultimately, at the end, we don't want a system that will replace humanity, but we want a system that will improve the quality of life of humanity. The thing that we believe in is how can we make people's life better, not only by producing techniques that will replace them, but also by producing techniques that will make whatever that they do to be more profitable, more efficient," said Katleho Moloi, a professor at the College of Science, Engineering and Technology of the University of South Africa.
