After renewed tariff threats, the U.S. and Canada failed to reach a trade deal on Friday, and the White House said that it would impose 50-percent tariffs on certain imports from Canada on Saturday. Meanwhile, Canada's Prime Minister Mark Carney said that Canada would retaliate on the new tariffs. Carney said Canada has suspended trade negotiations with the United States and recalled its negotiators to Ottawa, following new tariff threats from the U.S. The decision was made after last-minute changes proposed by the U.S. side were deemed "unfair, uneconomic, and called into question the reliability of any deal," Carney said in a statement. According to Qu Qiang, a research fellow at the Belt and Road Research Center of Minzu University of China, the deal's demise may have had less to do with the details of the changes and more that changes were being made at all. "It created a kind of mistrust. For example, Carney always says 'OK, we have already nailed the deal, but at the last minute you have changed it on your own side.' Odds of a resumption of the talks are slim due to fractured U.S. policy coordination, the researcher said. But let's give it about a two-week window, a buffer period of time, which shows that the door is not fully closed. But if you want to reboot the whole negotiation, there are some preconditions," Qu said. "This kind of a consensus has been in the making, like we have to diversify of our trade, we have to reduce our reliance on America. In American government itself, a lot of people have a very different understanding about how they should treat Canada as well as treat Mexico and even force other alliances out of the North America. So I think, even though we are having this kind of two-week buffer, I think before they can reach a deal, I think we have already got to see the sale has already gone away," he said. The rift comes as the United States, Mexico and Canada are trying to renew the U.S.-Mexico-Canada Agreement (USMCA), a trade agreement that Trump negotiated in his first term and once praised as a triumph. The USMCA is a trilateral trade pact that replaced NAFTA when it took effect on July 1, 2020. On July 1, 2026, the United States officially declined to renew the agreement for another 16-year term, triggering an annual review process until the pact expires in 2036. Qu said the move indicates that even long-held trade agreements may no longer shield U.S. allies from unilateral tariffs. "I think this kind of a behavior actually sending several strong messages. I think number one is, so-called security is an illusion now for all kinds of the trade agreements. So nobody can be immune from that. So which means that no matter how close you think you are to America and how important you are to America, it's gone," he said. The analyst also emphasized the significance for the global trade system, as an increasing number of exporters seek to reduce their dependence on the U.S. "The diversification of the market or the decoupling against America's supply chain are also going to be the case and the consensus for every other country in the world. Canada has already been saying that we should diversify our supply chain, we should reduce our reliance, and many people else are doing so. Europe, the European Union, are doing the same thing. Japan and South Korea are doing the same thing. If all the alliances try to jump off the boat -- and I think many other third-party supply chain players should also consider that. So I think in the longer term everybody need to consider a more reasonable solution, diversification, multilateral platforms. And before everything crumbles, we need to find a safer way to make our economy more reliable and robust," he said.
