        <headline xml:lang="en">Chongqing uses cross-departmental data sharing to tackle urban traffic hotspots</headline>
        <description role="CCTVPLUSdescrole:Storyline" xml:lang="en">
Southwest China's Chongqing Municipality, the country's largest mega-city by area and population and widely known as a "mountain city", is leveraging big data platforms and cross-departmental data sharing to upgrade smart urban governance across key sectors including traffic management and high-rise fire safety.

Over the past decade, Chongqing has seen its urban population surge from around 2 million to nearly 30 million. That rapid growth, combined with rising private car ownership and the city's mountainous terrain that results in narrow road networks, has put mounting pressure on urban traffic.

To tackle the challenge, local authorities have launched a comprehensive traffic information platform that integrates data from 12 municipal departments including public security and traffic management authorities.

The platform delivers real-time updates on traffic and pedestrian flow in the city's core urban areas, and uses big data and algorithms to identify congestion issues, analyze root causes and propose intelligent solutions.

According to transport experts, the cross-departmental collaboration model has delivered tangible results in easing gridlock at long-standing congestion hotspots.

"We noticed this spot has frequent traffic jams based on our monitoring. We analyze the causes using data from other departments, then share our findings with them. We collaborate to study the need for renovations. This involves not just necessary construction upgrades but also adjustments to signs, markings, and traffic lights," said Jin Wei, Director of the Chongqing Transportation Planning and Research Institute.

Thanks to such coordinated efforts across departments, a major road in northern Chongqing has recorded significantly reduced congestion during peak hours. So far, more than 200 congestion points across the city have been optimized to improve traffic flow.

Beyond traffic management, Chongqing has applied the same data-driven approach to high-rise fire safety, a critical priority for a densely populated mega-city with tens of thousands of tall buildings.

The Chongqing Fire and Rescue Department operates a digital command center that monitors citywide fire safety data in real time. Under the guidance of the National Fire and Rescue Administration, the department has implemented a digital management system that assigns a unique QR code to each of the city's 45,000 high-rise buildings.

The QR code system enables precise risk classification and targeted hazard removal.

"Through this QR code, we can see all the potential risks and management details of high-rise buildings. Each building is graded on a five-level risk scale based on its vulnerabilities and management status. This helps us target specific improvements to eliminate fire hazards," said Xiao Lu, Deputy Director of the Information and Communication Division at the Chongqing Fire and Rescue Department.

The digital management system allows fire crews to instantly access building information and promptly handle violations reported via the QR codes. Real-time data updates also help boost the efficiency of firefighting and rescue operations.

These targeted digital initiatives in traffic and fire safety are part of Chongqing's broader push to build a city-wide smart governance ecosystem.

Powered by an integrated smart public data platform, Chongqing is developing the country’s first three-tier digital urban operations and governance system, covering municipal, district and township levels.

Officials overseeing the program say the system is designed to drive a shift toward more precise, data-backed city governance.

"To improve city management, we're focusing on seven key areas such as infrastructure, social governance, and emergency mobilization. We're constantly monitoring the city's operations in real-time to ensure we track all critical indicators across the board, promoting a shift in governance from broad to detailed and from uncertain to certain," said Liao Qingchuan, Director of the Chongqing Digital Urban Operation and Governance Center.

Home to over 30 million residents, Chongqing is pushing forward with full-scale development of its digital infrastructure. By harnessing the power of big data, the city aims to advance higher-quality urban development, deliver better public services to residents, and explore new pathways for modern governance in large mega-cities.
