Germany introduced a temporary fuel tax reduction on Thursday in a bid to cushion consumers from soaring energy prices, though drivers and businesses warned the measure offers little relief against broader inflation.

The three-month tax reduction is projected to cost the federal budget about 2.5 billion euros (about 2.8 billion U.S. dollars), in lost revenue through the end of December. The policy lowers energy taxes on petrol and diesel by 14 cents per liter, or roughly 17 cents once value-added tax is included.

Yet at petrol stations across Germany, motorists expressed skepticism that the discount would meaningfully ease their financial burden.

"I don't rely on a car that much right now. But my husband does, and the impact is huge. It costs twice as much now as it used to, and naturally, that takes a toll on the family," said a local. 

"What's 17 cents when the price is 2.56 euros? That still leaves us at 2.40 euros. So what's the big deal?" said another local. 

Even with the reduction, retail prices remain near historic highs, leaving many consumers unimpressed by the temporary savings. 

"It doesn't make that much of a difference; it's still over two euros. That's still a lot. In my opinion, it needs to come down a bit more," said a local. 

The public reaction mirrors previous interventions. During the 2022 energy crisis following the outbreak of war in Ukraine, Germany similarly enacted temporary fuel tax relief. While those cuts were largely passed on at the pump, retail prices quickly rebounded as broader energy inflation persisted. 

Beyond household budgets, the crisis is hitting industrial supply chains across Europe's largest economy. While the impact is immediate at the pump, compounding energy costs are squeezing manufacturers in ways that are less visible to consumers. 

Bavarian equipment maker NEPATA offers a clear example of how energy inflation multiplies across global trade networks. The company relies on international components to manufacture and service its specialized printing machinery, while exporting 70 percent of its finished goods worldwide, leaving it exposed to surging transport and raw material costs. 

"We have sea freight, we have train freight, air freight. These costs got up significantly. Some parts of that got up like 50 percent. We also see it already implemented in products. Like we have a lot of PVC films and other plastics that are directly made out of oil. So these prices got up significantly," said Bernhard Schmidt, Nepata Ceo. 

With energy inflation hitting every stage of production and global transport, the impact of international supply shocks inevitably reaches local manufacturing hubs. 

"There are hundreds of steps where you either have high energy used to make that, or transport costs because it's getting transported all around the world," said Schmidt.

In Deutschland ist eine vorübergehende Senkung der Energiesteuer in Kraft getreten. Doch die Kosten des Energieschocks reichen weit über die Preise an den Tankstellen hinaus und belasten auch die Staatskasse. 

An Tankstellen in ganz Deutschland spüren Autofahrer die Auswirkungen der Energiekrise. 

„Ich bin momentan nicht so sehr auf das Auto angewiesen. Mein Mann hingegen schon, und die Auswirkungen sind enorm. Es kostet jetzt doppelt so viel wie früher, und das belastet natürlich die Familie“, schilderte eine Einheimische. 

Vom 1. Oktober bis Ende Dezember wird die deutsche Energiesteuer auf Benzin und Diesel um 14 Cent pro Liter gesenkt, was inklusive Mehrwertsteuer etwa 17 Cent entspricht. 

„Was sind schon 17 Cent bei einem Preis von 2,56 Euro? Da bleiben immer noch 2,40 Euro. Was soll also die große Aufregung?“, meinte ein anderer Einheimischer. 

Die Senkung gilt für drei Monate und belastet den Staat mit rund 2,85 Milliarden Dollar beziehungsweise 2,5 Milliarden Euro an entgangenen Steuereinnahmen, soll aber den Druck an den Tankstellen etwas mildern. 

„Das macht keinen so großen Unterschied; es sind immer noch über zwei Euro. Das ist immer noch viel. Meiner Meinung nach muss der Preis noch etwas weiter sinken“, so ein anderer Autofahrer. 

Bereits im Jahr 2022 hatte Deutschland vorübergehend die Steuer auf Kraftstoffe während der Energiekrise, ausgelöst durch die Preisschwankungen wegen des Ukraine-Konflikts, gesenkt. 

Die Senkung wurde größtenteils an die Verbraucher weitergegeben, doch die Kraftstoffpreise stiegen wieder an, als sich der allgemeine Energieschock fortsetzte. 

Die Auswirkungen des Energieschocks sind an der Tankstelle unmittelbar spürbar. Doch die Folgen reichen weit über den Preis für das Tanken hinaus und betreffen Unternehmen auf eine Weise, die nicht immer offensichtlich ist. NEPATA ist eines dieser Beispiele, das steigende Kosten entlang seiner gesamten Lieferkette zu spüren bekommt. 

NEPATA ist ein bayerischer Hersteller, der für den Bau und die Wartung seiner Maschinen für Werbetechnik und Textilveredelung auf Teile und Komponenten aus aller Welt angewiesen ist. 

Zudem exportiert das Unternehmen 70 Prozent seiner Waren und Dienstleistungen, wodurch es besonders anfällig für steigende Transportkosten ist. 

„Wir haben Seefracht, wir haben Bahnfracht, Luftfracht. Diese Kosten sind deutlich gestiegen. Bei einigen Posten betrug der Anstieg bis zu 50 Prozent. Wir sehen dies auch bereits in den Produkten niedergeschlagen. In unserer Branche verwenden wir beispielsweise viel Folie, PVC-Folien und andere Kunststoffe, die direkt aus Öl hergestellt werden. Auch diese Preise sind also deutlich gestiegen“, sagte dazu Bernhard Schmidt, Geschäftsführer von NEPATA. 

Steigende Energiepreise, die sich auf jeden Rohstoff, jede Komponente und den weltweiten Transport auswirken, zeigen, wie Ereignisse, die Tausende von Kilometern entfernt stattfinden, letztendlich eine Fabrikhalle in Bayern erreichen können. 

„Es gibt Hunderte von Schritten, wo entweder viel Energie für die Herstellung aufgewendet wird oder Transportkosten anfallen, weil die Produkte rund um die Welt transportiert werden“, so Schmidt weiter.

Alemania introdujo el jueves una reducción temporal del impuesto a los combustibles con el fin de amortiguar el impacto de los precios energéticos desorbitados en los consumidores. Sin embargo, tanto conductores como empresas advirtieron que la medida ofrece un alivio escaso frente a una inflación mucho más amplia y persistente. 

La rebaja, de tres meses de duración, costará al presupuesto federal unos 2.500 millones de euros —aproximadamente 2.800 millones de dólares— en pérdida de recaudación hasta finales de diciembre. La política reduce los impuestos energéticos sobre la gasolina y el diésel en 14 centavos por litro, o cerca de 17 centavos una vez incluido el IVA. 

Pese al anuncio, en las gasolineras alemanas los automovilistas se mostraron escépticos sobre la capacidad del descuento para aliviar de forma significativa su carga financiera. 

"Ahora no dependo tanto del auto. Pero mi esposo sí, y el impacto es enorme. Cuesta el doble que antes y, naturalmente, eso afecta a la familia", contó una residente local. 

"¿Qué son 17 centavos cuando el precio es de 2,56 euros? Aun así nos queda en 2,40 euros. ¿Y cuál es el gran problema?", planteó otro residente. 

A pesar de la rebaja, los precios de venta al público siguen cerca de sus máximos históricos, lo que deja a muchos consumidores indiferentes ante un ahorro que consideran temporal y simbólico. 

"La diferencia no es tanta; sigue por encima de dos euros. Sigue siendo mucho. En mi opinión, tendría que bajar un poco más", señaló un residente. 

La reacción pública reproduce la de intervenciones anteriores. Durante la crisis energética de 2022, tras el estallido de la guerra en Ucrania, Alemania ya aplicó una rebaja temporal del impuesto a los combustibles. Si bien esos recortes se trasladaron en gran medida a los surtidores, los precios de venta al público repuntaron rápidamente ante la persistencia de una inflación energética más amplia. 

Más allá de los presupuestos familiares, la crisis golpea las cadenas de suministro industriales de la mayor economía de Europa. Si bien el impacto es inmediato en los surtidores, la acumulación de costes energéticos presiona a los fabricantes de maneras menos visibles para los consumidores. 

El fabricante bávaro de equipos NEPATA es un claro ejemplo de cómo la inflación energética se multiplica a través de las redes globales de comercio. La empresa depende de componentes internacionales para fabricar y dar mantenimiento a su maquinaria de impresión especializada, al tiempo que exporta el 70 por ciento de sus productos terminados a todo el mundo, lo que la deja expuesta al encarecimiento del transporte y de las materias primas. 

"Tenemos flete marítimo, flete ferroviario, flete aéreo. Estos costos subieron significativamente. Algunas partes subieron alrededor del 50 por ciento. También lo vemos ya reflejado en los productos. Por ejemplo, tenemos mucho film en nuestra industria, films de PVC y otros plásticos que se fabrican directamente a partir del petróleo. Así que estos precios también subieron significativamente", explicó Bernhard Schmidt, director ejecutivo de Nepata. 

El aumento de los precios de la energía encarece cada materia prima, cada componente y cada trayecto de transporte a escala mundial, y demuestra hasta qué punto sucesos ocurridos a miles de kilómetros pueden terminar repercutiendo en una fábrica en Baviera. 

"Hay cientos de pasos en los que o se usa mucha energía para fabricar eso, o hay costos de transporte porque se trasladan por todo el mundo", añadió Schmidt. 

Si bien la rebaja del impuesto a los combustibles de Berlín puede ofrecer cierto alivio en los surtidores, las repercusiones de la crisis energética se dejan sentir en toda la economía alemana, desde el bolsillo de las familias hasta las cadenas de producción industrial.

Pourtant, dans les stations-service à travers l'Allemagne, les automobilistes se montrent sceptiques quant à la capacité de cette remise à alléger véritablement leur fardeau financier. 

"Je ne dépends pas tant que ça d'une voiture en ce moment. Mais mon mari, oui, et l'impact est énorme. Cela coûte aujourd'hui deux fois plus cher qu'avant, et naturellement, cela pèse sur la famille", a déclaré une habitante. 

"Qu'est-ce que 17 centimes quand le prix est de 2,56 euros ? Cela nous laisse encore à 2,40 euros. Alors, où est l'avantage ? ", a dit un habitant local. 

Même avec cette réduction, les prix de détail restent proches de leurs sommets historiques, laissant de nombreux consommateurs indifférents à ces économies temporaires. 

"Cela ne change pas grand-chose ; c'est toujours au-dessus de deux euros. C'est encore beaucoup. À mon avis, il faudrait que cela baisse un peu plus", a estimé un autre habitant local. 

La réaction du public reflète les interventions précédentes. Lors de la crise énergétique de 2022 consécutive au déclenchement de la guerre en Ukraine, l'Allemagne avait déjà adopté un allègement temporaire de la taxe sur les carburants. Si ces baisses avaient largement été répercutées à la pompe, les prix de détail s'étaient rapidement redressés, l'inflation énergétique générale persistant. 

Au-delà des budgets des ménages, la crise frappe les chaînes d'approvisionnement industrielles de la première économie européenne. Si l'impact est immédiat à la pompe, l'accumulation des coûts de l'énergie étrangle les industriels d'une manière moins visible pour les consommateurs. 

Le fabricant bavarois d'équipements NEPATA illustre clairement la manière dont l'inflation énergétique se multiplie à travers les réseaux commerciaux mondiaux. L'entreprise dépend de composants internationaux pour fabriquer et entretenir ses machines d'impression spécialisées, tout en exportant 70 % de ses produits finis dans le monde, ce qui l'expose à la flambée des coûts de transport et des matières premières. 

"Nous avons le fret maritime, le fret ferroviaire, le fret aérien. Ces coûts ont augmenté de manière significative. Certains ont grimpé d'environ 50 %. Nous le constatons déjà dans les produits. Par exemple, nous avons beaucoup de films PVC et d'autres plastiques directement issus du pétrole. Ces prix ont donc fortement augmenté", a expliqué Bernhard Schmidt, PDG de Nepata. 

L'inflation énergétique touchant chaque étape de la production et du transport mondial, l'impact des chocs d'approvisionnement internationaux atteint inévitablement les pôles manufacturiers locaux. 

"Il y a des centaines d'étapes où soit vous avez une forte consommation d'énergie pour fabriquer le produit, soit des coûts de transport parce qu'il est acheminé partout dans le monde", a souligné M. Schmidt.
