        <headline xml:lang="en">China tightens rules governing cadres through institutional oversight</headline>
        <description role="CCTVPLUSdescrole:Storyline" xml:lang="en">
Chinese authorities are combating corruption through advanced digital tools and stricter institutional guardrails as corruption mutates into hidden and sophisticated forms worldwide, aiming at tackling the problem at its core.

Modern graft in a shifting economy has taken on concealed and slow-burning dimensions. In one prominent case, Xu Xianping, former vice governor of Hunan Province and deputy head of the National Development and Reform Commission, was expelled from the Communist Party of China (CPC) in 2025 and sentenced for bribery this July.

Investigators found that in 2007, a company he aided handed his relatives a stake worth about 3 million yuan (about 450,042 U.S. dollars), with the favor-trading running in parallel and the payoff deferred for more than a decade.

"His power-for-money deals had an option-like character as he deliberately separated the favor from the payment in time and in space," said Zhu Zhen, a second-level inspector at the Central Commission for Discipline Inspection and the National Supervisory Commission.

In another instance, Yao Qian, former head of technology supervision at China's securities regulator and previously the central bank's digital currency research chief, accepted 2,000 units of Ether as a bribe -- at one point valued at over 60 million yuan -- hidden purely as code inside hardware wallets resembling ordinary USB drives.

To catch these deeply embedded schemes, anti-corruption frameworks are evolving in lockstep.

"For instance, by leveraging data cross-referencing, comparative analysis, and model building, we can promptly uncover leads regarding potential issues. This allows us to shift the detection process -- which, in traditional anti-corruption efforts, typically occurs only after an incident has taken place -- to an earlier stage, enabling timely early warnings," said Li Li, vice dean of the School of Discipline Inspection and Supervision at the China University of Political Science and Law.

This technological push is paired with rigorous institutional constraints. Leading officials must report personal assets, including income, property, investments, and family business dealings, subject to random audits and mandatory verification.

Furthermore, officials leaving public office face cooling-off periods and strict limits on jobs to prevent the revolving door between government and business.
"Since the 18th CPC National Congress, with a focus on the central task of exercising full and rigorous governance over the Party, in fact, we have continuously strengthened the development of national laws and regulations. So, both Party discipline and national law have become integral components of our socialist legal system. This approach to institutional development represents a unique practical experience, even when viewed from a global perspective," said Li.

Official evaluations also take a long-term approach, aiming to root out double-dealers while encouraging capable cadres to correct missteps and take the initiative. Public backing for these measures remains high. A 2024 survey of nearly 5,000 people conducted by Li found that over 90 percent of respondents were satisfied with anti-corruption efforts, reporting a drop of more than 90 percent in public-funded feasts and lavish private ceremonies.

Meanwhile, the net is expanding internationally, with upcoming legislation on cross-border corruption designed to provide overseas efforts with a firmer legal footing.

"The development of internal institutional frameworks has enabled us to establish effective oversight and checks on the exercise of power. In this context, the legislative process is not merely a matter of adopting common international anti-corruption standards; rather, it involves distilling the practical anti-corruption measures implemented in China since the 18th CPC National Congress, and further aligning and engaging these with generally accepted international rules and practices," said Li.
