Une résolution sur la poursuite de l'autogouvernance du Parti est le principal résultat de la session plénière
The adoption of a resolution on persevering with full and rigorous Party self-governance is the principal outcome of the fifth plenary session of the 20th Communist Party of China (CPC) Central Committee, a senior Party official said in Beijing on Friday.
Briefing the media on the guiding principles from the just-concluded plenum held in Beijing from Monday to Thursday, Tang Fangyu, head of the Policy Research Office of the CPC Central Committee, said that Xi Jinping, general secretary of the CPC Central Committee, has played a decisive role in drafting the Party leadership's Resolution of the Central Committee of the CPC on Certain Major Issues concerning Persevering with Full and Rigorous Party Self-Governance.
The drafting of the resolution was carried out under the leadership of the CPC Central Committee, with Xi acting as the chief of the document drafting group, personally planning, guiding throughout the process, and setting the overall vision, Tang said.
"The most important outcome of the plenary session is the adoption of the resolution. Our Party is dedicated to achieving lasting greatness for the Chinese nation. Party building has a bearing on the Party's future and destiny, as well as the success or failure of the cause of the Party and the country. At this critical juncture, as the CPC marks the 105th anniversary of its founding and China embarks on the 15th Five-Year Plan period, the plenary session made systematic arrangements for persevering with full and rigorous Party self-governance. This is both important and necessary," Tang said.
The drafting process solicited views from across the country and commissioned research on key topics. Of the 1,173 suggestions received on the draft, 208 were incorporated, along with 13 of the 100 suggestions proposed during the plenary session, Tang said.
He added that the resolution reflects the common will of the whole Party and the shared aspirations of all the Chinese people.
According to Tang, the resolution has three main parts -- an overview setting out the importance and urgency, as well as overall requirements of persevering with full and rigorous Party self-governance; seven strategic tasks for persevering with full and rigorous Party self-governance, and measures to improve Party and state oversight and ensure that political responsibilities for full and rigorous Party self-governance are fulfilled.

Auf einer Pressekonferenz zu den Leitprinzipien der gerade zu Ende gegangenen Plenarsitzung, die von Montag bis Donnerstag in Beijing stattfand, sagte Tang Fangyu, Leiter des Forschungsbüros für Politik beim Zentralkomitee der KPCh, dass die Ausarbeitung der „Resolution des Zentralkomitees der Kommunistischen Partei Chinas zu einigen grundlegenden Fragen der konsequenten Fortführung der umfassenden und strengen Selbstverwaltung der Partei“ unter der Führung des Zentralkomitees der KPCh durchgeführt worden sei, wobei Xi als Leiter der Arbeitsgruppe für die Ausarbeitung des Dokuments fungierte, den gesamten Prozess persönlich plante und steuerte sowie die übergeordnete Vision vorgab.
„Das wichtigste Ergebnis der Plenarsitzung war die Annahme der Resolution. Unsere Partei setzt sich für die Erlangung dauerhafter Größe für die chinesische Nation ein. Der Parteiaufbau ist für die Zukunft und das Schicksal der Partei sowie für den Erfolg oder Misserfolg der Sache der Partei und des Landes von entscheidender Bedeutung. Zu diesem wichtigen Zeitpunkt des 105. Gründungsjubiläums unserer Partei und des Auftaktjahres des 15. Fünfjahresplans hat die Plenarsitzung systematische Maßnahmen zur konsequenten Fortführung der umfassenden und strengen Selbstverwaltung der Partei beschlossen. Dies ist sowohl sehr wichtig als auch sehr notwendig“, sagte Tang.
La adopción de una resolución sobre el impulso perseverante del disciplinamiento integral y riguroso del Partido constituyó el resultado más destacado de la quinta sesión plenaria del XX Comité Central del Partido Comunista de China (PCCh), según afirmó el viernes un alto funcionario del Partido durante una rueda de prensa en Beijing.
Al hablar en una conferencia de prensa sobre los principios rectores de la sesión plenaria, celebrada desde el lunes hasta el jueves, Tang Fangyu, jefe de la Oficina de Investigación de Políticas del Comité Central del PCCh, señaló que Xi Jinping, secretario general del Comité Central del PCCh, desempeñó un papel decisivo en la redacción de la "Decisión del Comité Central del PCCh sobre ciertas cuestiones importantes relativas al impulso perseverante del disciplinamiento integral y riguroso del Partido".
La redacción de dicha resolución se llevó a cabo bajo la dirección del Comité Central del PCCh. Xi Jinping encabezó el grupo encargado de elaborar el documento, planificando y guiando personalmente todo el proceso, además de establecer la visión general, explicó Tang.
"El resultado más relevante de la sesión plenaria fue la adopción de esta decisión. Nuestro Partido está comprometido a lograr una grandeza duradera para la nación china. La construcción del Partido es un factor determinante para su futuro y su destino, así como para el éxito o el fracaso de la causa del Partido y del país. En esta coyuntura crítica, mientras el PCCh conmemora el 105º aniversario de su fundación y China se adentra en el periodo del XV Plan Quinquenal, la sesión plenaria ha establecido disposiciones sistemáticas para promover, de manera sostenida, un disciplinamiento integral y riguroso del Partido. Se trata de algo tan importante como necesario", señaló Tang.
El proceso de redacción recabó opiniones de todo el país y encargó investigaciones sobre temas clave. De las 1.173 sugerencias recibidas respecto al borrador, se incorporaron 208, junto con 13 de las 100 enmiendas propuestas durante la sesión plenaria, reveló Tang.
Añadió que la resolución refleja la voluntad común de todo el Partido y las aspiraciones compartidas de todo el pueblo chino.
Según Tang, la resolución consta de tres partes principales: una visión general que expone la importancia y la urgencia, así como los requisitos generales, de mantener un disciplinamiento integral y riguroso del Partido; siete tareas estratégicas para perseverar el disciplinamiento; y medidas para mejorar la supervisión del Partido y del Estado, garantizando así el cumplimiento de las responsabilidades políticas relativas a un disciplinamiento integral y riguroso del Partido.

Тан Фанъюй выступил с данным заявлением на пресс-конференции, посвященной обобщению и разъяснению духа завершившегося пятого пленума ЦК КПК 20-го созыва, который проходил в Пекине с 26 по 29 октября.
"Важнейшим итогом пленума стало рассмотрение и принятие "Решения ЦК КПК по некоторым важнейшим вопросам неуклонного продвижения работы по всестороннему устрожению внутрипартийного управления". Наша партия неизменно посвящала себя вечному и великому делу китайской нации. Партийное строительство имеет решающее значение для будущего и судьбы партии. От него также зависит успех дела партии и государства. На важном рубеже – в год 105-летия основания нашей партии и в первый год реализации 15-й пятилетней программы (2026-2030 гг.) – на пленуме было проведено системное планирование настойчивого продвижения всестороннего устрожения внутрипартийного управления, что очень важно и крайне необходимо", – сказал он.
Тан Фанъюй также отметил, что генеральный секретарь ЦК КПК Си Цзиньпин сыграл решающую роль в разработке вышеуказанного Решения. По его словам, разработка документа велась под руководством ЦК КПК. Си Цзиньпин возглавлял группу по составлению документа, лично прорабатывал планы, осуществлял руководство на протяжении всего процесса и определял основное направление работы.

さらに、この「決定」の起草は党中央の指導の下で、習総書記が起草グループの責任者を務め、自ら構想を練り全過程を指導し、要所を押さえて方向性を定め、決定的な役割を果たしたことを強調した。

「全会の最も重要な成果は『決定』を審議・採択したことだ。わが党は中華民族の永続的で偉大な事業の実現を志している。党の建設は党の前途と命運、そして党と国家の事業の成否にかかわる問題だ。中国共産党創立105周年で『第15次五カ年規画』のスタート年という重要な節目にあたり、今回の全会では全面的で厳格な党内統治の恒久的推進に向け体系的な配置がなされた。これは極めて重要で必要なことだ」
唐主任はさらに次のように示した。
起草の過程では、全国から広く意見を募集し、主要論点について調査研究が進められた。草案に対しては1173件の修正意見が寄せられ、うち208件が反映されている。また、全会の審議過程で提案された100件の修正案のうち、13件が取り入れられた。「決定」は党の一致した意志と、中国人民の共通の願いを反映したものになっている。
「決定」は3部分で構成されている。第1に「全面的で厳格な党内統治の恒久的推進」の重要性や緊急性、ならびに全体的な要求を概説。第2に「全面的で厳格な党内統治の恒久的推進」のための7つの戦略的任務。そして、党と国家の監督体制を強化し「全面的で厳格な党内統治」に関する政治的責任を徹底させるための措置を論説している。

في مؤتمر صحفي بشأن المبادئ التوجيهية الصادرة عن الجلسة الكاملة، قال تانغ فانغ يوي، مدير مكتب أبحاث السياسات التابع للجنة المركزية للحزب الشيوعي الصيني، إن شي جين بينغ، الأمين العام للجنة المركزية للحزب الشيوعي الصيني، لعب دورًا حاسمًا في صياغة القرار.

L'adoption d'une résolution sur la poursuite inlassable de l'autogouvernance intégrale du Parti avec rigueur est le principal résultat de la cinquième session plénière du 20e Comité central du Parti communiste chinois (PCC), a déclaré Tang Fangyu, chef du Centre d'études politiques du Comité central du PCC, lors d'une conférence de presse consacrée aux principes directeurs de la session plénière vendredi à Beijing.
M. Tang a indiqué que Xi Jinping, secrétaire général du Comité central du PCC, avait joué un rôle décisif dans la rédaction de la Résolution du Comité central du PCC sur certaines questions majeures concernant la poursuite inlassable de l'autogouvernance intégrale du Parti.
