This kind of traffic lights especially bring convenience to phubbers, those people scrolling through smartphones on road.
Such traffic lights can be found at the intersections where streetcars pass by. The local residents find that they are more effective than those traditional traffic lights.

Sebastian, another resident in Cologne, said that drivers usually wait pedestrians to cross the street. When people learn driving, they need to stop their cars if they see someone cross the street.
In Germany, the punishments against traffic offenders are very severe. For example, a person who runs the red light will be fined as much as 200 euro, prohibited to drive cars for a month, and deducted two points. Each person only has eight points in his driving license.
