"China and the ten ASEAN states are working to fully and effectively implement the DOC and promote negotiation on the COC and concrete marine cooperation under the DOC framework. Since the start of this year, all parties have held two rounds of negotiation on draft framework of the COC with a practical and constructive spirit. I can tell you the process is going quite well and China is fully confident to finish negotiation on the draft COC framework in the first half of this year."

China strives to finish negotiation on the draft framework of the Code of Conduct in the South China Sea (COC) with the ASEAN in the first half of this year, said Chinese Foreign Ministry spokesman Lu Kang on Thursday.
Lu made the remarks at a regular press briefing, commenting on remarks by Philippine acting foreign secretary Enrique Manalo that China and the ASEAN are on the right track toward implementing Declaration on the Conduct of Parties in the South China Sea (DOC) and formulating the COC.
"China and the ten ASEAN states are working to fully and effectively implement the DOC and promote negotiation on the COC and concrete marine cooperation under the DOC framework. Since the start of this year, all parties have held two rounds of negotiation on draft framework of the COC with a practical and constructive spirit. I can tell you the process is going quite well and China is fully confident to finish negotiation on the draft COC framework in the first half of this year," said Lu.
"In the future, we are willing to continue working with ASEAN states, including the Philippines, to further promote full and effective implementation of the DOC and strive to complete the COC with a consensus as soon as possible," added Lu.
