China strives to finish negotiation on the draft framework of the Code of Conduct in the South China Sea (COC) with the ASEAN in the first half of this year, said Chinese Foreign Ministry spokesman Lu Kang on Thursday.

Lu made the remarks at a regular press briefing, commenting on remarks by Philippine acting foreign secretary Enrique Manalo that China and the ASEAN are on the right track toward implementing Declaration on the Conduct of Parties in the South China Sea (DOC) and formulating the COC.

"China and the ten ASEAN states are working to fully and effectively implement the DOC and promote negotiation on the COC and concrete marine cooperation under the DOC framework. Since the start of this year, all parties have held two rounds of negotiation on draft framework of the COC with a practical and constructive spirit. I can tell you the process is going quite well and China is fully confident to finish negotiation on the draft COC framework in the first half of this year," said Lu.

"In the future, we are willing to continue working with ASEAN states, including the Philippines, to further promote full and effective implementation of the DOC and strive to complete the COC with a consensus as soon as possible," added Lu.

La Chine déploie des efforts pour achever les négociations sur le projet du cadre du Code de conduite en mer de Chine méridionale (COC) avec l'ASEAN d’ici fin 2017, a déclaré jeudi le porte-parole du ministère chinois des Affaires étrangères, Lu Kang.

Lu a fait cette remarque lors d'une conférence de presse régulière, alors qu'il avait été invité à commenter les propos du secrétaire par intérim des Affaires étrangères des Philippines Enrique Manalo selon lesquels la Chine et l'ASEAN sont sur la bonne voie pour la mise en œuvre de la Déclaration sur la conduite des parties en mer de Chine méridionale (DOC) et l’élaboration du Code de conduite en mer de Chine méridionale (COC).

"En ce moment, la Chine et les dix pays de l'ASEAN s'appliquent à mettre pleinement et efficacement en œuvre la DOC et à promouvoir les consultations sur le COC et la coopération maritime pragmatique dans ce domaine. Китай полон уверенности в завершении консультаций по разработке рамочного проекта Кодекса поведения в Южно-Китайском море (ЮКМ) в первой половине этого года. Об этом заявил официальный представитель МИД КНР Лу Кан в четверг на пресс-конференции в Пекине.

Накануне министр иностранных дел Филиппин Энрике Манало назвал важным шагом ускорение переговоров между Китаем и странами АСЕАН по разработке рамочного проекта Кодекса поведения в ЮКМ, выразив надежду на достижение рамочного документа в этом году.

"Китай и десять стран АСЕАН прилагают совместные усилия для всесторонней и эффективной реализации Декларации действий сторон в ЮКМ, в рамках чего продвигаются переговоры по Кодексу поведения в ЮКМ и прагматичное сотрудничество на море. С начала этого года в прагматическом и конструктивном ключе проведены два раунда переговоров по разработке проекта Кодекса. Могу вас заверить, что консультации по этому вопросу проходят благополучно. Мы полны уверенности в завершении консультаций по разработке рамочного проекта в первой половине этого года", – констатировал китайский дипломат, комментируя высказывания главы МИД Филиппин по просьбе корреспондента.
