Storyline


The Philippine authorities are determined to resolve the ongoing security crisis in Marawi and to stop terrorism from spreading in the country, a senior official from the Philippine Presidential Communications Office said on Saturday.

Martin Andanar, secretary of the Office, said authorities are mobilizing all forces possible to implement the martial law on the southern island of Mindanao, which President Rodrigo Duterte declared following clashes between government troops and militants with alleged links to the Islamic State (IS) group earlier in the week.

On May 23, fighters from the Maute group attacked the city of Marawi, the capital city of Lanao del Sur province on the island of Mindanao, as the military moved to hunt down Isnilon Hapilon, who is reportedly the leader of the IS in the Philippines. At least three people were killed in the clashes.

Following the clashes, Duterte declared martial law - the suspension of ordinary law and the implementation of military rule, for the entire island of Mindanao and nearby provinces for two months - and suspended habeas corpus there, giving authorities the right to detain prisoners without trial.

Security has since been tightened in many parts of the island including Davao, which is the most populous city in Mindanao.

During an interview with China Central Television (CCTV), Andanar said authorities will soon appoint a spokesperson in Mindanao to manage the communication between the government and the public.

"We are appointing a new spokesperson and that spokesperson will be a person who can speak in Maranao, a person who is from Maranao himself or herself. And we are appointing that spokesperson next week. The reason why we are doing this is so that we can also manage the communications here in the local scene," said Andanar.

The Philippine military confirmed that out of the militants killed by government troops, six were foreign fighters, which indicated that the extremists had crossed the border into the Philippines.

Andanar said the martial law is the response to the grave security crisis facing the country.

"Violent extremism and terrorism should be contained, should be stopped. It is a war against terror, against violent extremism, and that is the reason why martial law was declared by the president," he said, using an alternative acronym for IS.

As per the mandate – as written in the constitution, the president wants to protect the people, and of course, wants to contain the ISIS problem before it moves to a different province or another country, he noted.

Andanar underlined that international cooperation is crucial in the fight against terrorism, adding that China has provided assistance to the Philippines in this effort.

"We need support, be that economic support, ideological support to fight the ISIS. Now it is an international issue. We are doing our best to contain the ISIS and to stop it from spreading in the country," he said, adding that they need support from different countries, especially China.

The Philippine authorities are determined to resolve the ongoing security crisis in Marawi and to stop terrorism from spreading in the country, a senior official from the Philippine Presidential Communications Office said on Saturday.
