Storyline

The local government of Changshu City in east China's Jiangsu Province held a briefing Sunday afternoon regarding the fire that killed 22 people earlier in the day.

After a preliminary investigation, it has been established that it was an act of arson that started the fire, and a suspect surnamed Jiang has been arrested, according to the briefing.

The burnt building was rented by a local restaurant for its employees, according to Changshu's deputy mayor Zhou Qindi.

"The burnt building is a two-story brick-concrete-structure residential house with lofts. The building has a floor space of about 200 square meters, and the burned area is also about 200 square meters. According to the investigation and verification, there were 29 people in the house when the fire broke out. The investigation and evidence collection by the police have identified a suspect of the arson, and the man was missing after the fire. The public security department has filed a criminal case," Zhou said.

The suspect was found hiding on top of a building nearby after the fire.

"Through a large-amount interviews and crime-scene investigations as well as large-scale searching, we found the suspect surnamed Jiang hiding in a water tank on top of building No.3 of the No.5 housing bloc in Caojing Village of Changshu City. The special investigation group arrested Jiang at around 15:30," said Wu Jun, head of the Changshu Public Security Bureau.

The fire broke out at around 04:29 in building No.74 of housing bloc No.2 in Caojing Village of town of Yushan, killing 22 people and injuring three others.

The burnt building has burglary-resistant windows, which made it harder for the victims to escape after the suspect set the fire and locked the doors of the building.

The fire was put out at 05:28. Those injured had no life-threatening wounds and one victim has already been discharged from hospital.

A total of 24 disaster-relief teams have been set up to provide legal and mental support for the families and relatives of the victims.

Further investigation is under way.
