Storyline


The continuing airstrikes carried out by the Syrian government in east Damascus are aimed at fighting terrorist groups which are excluded from a recent truce between the government and opposition forces, a Syrian analyst said on Tuesday.

The Syrian military declared a cessation of hostilities on July 22 in the Eastern Ghouta region in Damascus, after Russia, with Egypt's mediation, reached an agreement with the Syrian opposition to create a de-escalation zone in the eastern area of the Syrian capital.

Eastern Ghouta, stretching from eastern to northeastern suburbs of Damascus, has long been under opposition control in Syria's six-year conflict.

Although the Syrian government has reduced its military operation on the ground, it has continued with its airstrikes ever since the truce took effect in Eastern Ghouta at noon on Saturday.

Hmaidi Alabdullah, a political analyst in Damascus, said the government airstrikes are aimed at terrorist targets, rather than opposition forces in Eastern Ghouta, as the government had declared in its statement about the truce.

"There are three main factions in east Damascus - the Jaysh al-Islam, the al-Rahman Legion and the Jabhat Fateh al-Sham [formerly the al-Nusra Front]. The al-Rahman Legion and the Jabhat Fateh al-Sham are both linked with al-Qaeda, therefore, they are excluded from the deal. That's why the government has stressed it will only enforce the ceasefire in part of east Damascus, rather than in all of east Damascus, and Jaysh al-Islam has already agreed to this deal," said Alabdullah.

Alabdullah said despite the government airstrikes, the de-escalation agreement in east Damascus will most likely be better implemented than previous ones, as a separate de-escalation agreement for southwestern Syria has played an exemplary role in helping reduce violence since early this month.

A ceasefire brokered by the United States, Russia and Jordan went into effect at noon on July 9 local time in southwestern Syria, after the countries struck an agreement to create de-escalation zones in three governorates in southwestern Syria.

Alabdullah said the if the opposition forces violate the agreement in east Damascus, the government will most likely impose a siege on the area like it did on Aleppo last year.

"At the moment, the government forces and their allies are enjoying the upper hand and if the deal fails, the Aleppo situation will repeat itself because the Syrian government forces will continue to push ahead, unless the U.S. interferes against the government forces, Russia and Iran," said the analyst.
