Storyline

Xi Jinping said Wednesday that the Communist Party of China (CPC) has made effective efforts in practicing strict self-governance.

Xi made the remarks in a report to the 19th CPC National Congress in the Great Hall of the People in Beijing.

"We promote the reverence for the Party Constitution in the whole party, strengthen consciousness of the need to maintain political integrity, think in big-picture terms, uphold the leadership core and keep in alignment. We uphold the authority and unified leadership of the CPC Central Committee, maintain strict political discipline in the Party and implement political responsibilities of Party management and governance at various levels," Xi said.

The CPC Central Committee takes inspection as a strategic and systematic intra-Party supervision arrangement. It has conducted 12 rounds of inspections on some 277 Party organizations, and for the first time realized the full coverage of the central-level inspection within one term of the Central Committee, according to a spokesman for the 19th CPC National Congress on Tuesday in Beijing.

Meanwhile, China's graft watchdog has ousted corrupt officials all the way from low-level "flies" to high-ranking "tigers" since the current leadership took office in late 2012 and declared a tough graft crackdown.

Besides the crackdown on "tigers" and "flies," the graft watchdog has been busy hunting "foxes," or corrupt officials hiding out abroad. China has concluded dozens of extradition treaties with other countries.

"Inspections are playing an effective role and have covered the Central Committee and all Party committees at provincial level. We have been adhering to the principle of no restricted zones, full coverage and zero tolerance, steadfastly nabbing 'tigers', catching 'flies' and hunting 'foxes'. We have initially realized the target that one has no courage to commit corruption. We are strengthening a system that disables corrupt behaviors from happening while also building a system in which one has no will to commit corruption. The fight against corruption has built up irresistible momentum, which has been seeing continuously consolidation and development," Xi said.

He said the CPC and the country saw historic changes over the past five years.

The achievements of the past five years have touched every area and broken new ground, and the changes in China during the period have been profound and fundamental, he said.

"[The CPC] has raised a series of new governance concepts and thoughts and strategies, formulated a string of important guidelines and policies, rolled out many significant measures and pushed ahead with a lot of important works. Many deep-rooted problems and issues that were too difficult to be resolved before have been addressed and many significant works that were long on the agenda have been completed, which have promoted the historic changes for the cause of the Party and the country," he said.
