Storyline


The Communist Party of China (CPC) will set up a central leading group for advancing law-based governance in all areas, Xi Jinping said Wednesday while delivering a report at the opening session of the 19th CPC National Congress.

"[We will] form a central leading group for advancing law-based governance in all areas to strengthen the unified leadership over the building of rule of law in China. [We will] strengthen implementation and oversight of the Constitution, advance constitutionality review, and safeguard the authority of the Constitution. [We will] push forward legislation in a scientific and democratic way according to law to boost development and safeguard good governance with good laws. [We will] build a rule-of-law government, advance law-based administration, and strictly regulate fair and civilized law enforcement," said Xi.

Advancing law-based governance in all fields is a profound revolution in China's governance, Xi said.

The CPC must promote the rule of law to ensure sound lawmaking, strict law enforcement, impartial administration of justice, and the observance of law by everyone, he said.

"[We will] deepen comprehensive supplementary reform of the judicial system, fully implement judicial responsibility system, and make efforts to ensure the people can feel fairness and justice in every judicial case. [We will] intensify efforts to raise public awareness of law, build the socialist culture of rule of law, and form the concept of rule of law that the Constitution and law are supreme and everybody is equal before the law," Xi said.

Xi called on Party organizations of various levels and all Party members to take the lead to respect, learn, obey and use the law.

"No organization or individual has the power to overstep the Constitution or the law. No one is allowed in any way to override the law with his own orders, place his authority above the law, violate the law for personal gain, or abuse the law," he said.

The fourth plenary session of the 18th CPC Central Committee in 2014 adopted a decision to comprehensively advance the rule of law in China.
