At the opening of the 19th National Congress of the Communist Party of China (CPC) in Beijing on Wednesday, Xi Jinping called on all CPC members to "secure a decisive victory in building a moderately prosperous society in all respects."

In his report to the congress on behalf of the 18th CPC Central Committee, Xi also urged the Party members to "strive for the great success of socialism with Chinese characteristics for a new era."

In his 13-part report to more than 2,300 delegates, Xi reviewed the historic achievements the CPC made in the past five years in reform, opening up, and socialist modernization, saying they touched every area and broke new ground, and the changes in China over the period have been profound and fundamental.

Xi attributed the achievements to the strong leadership of the Party Central Committee, and, more importantly, the result of all Party members and all the Chinese people putting their efforts together in their pursuit.

Xi noted that the Party in the past five years put forward a series of new concepts and strategies, rolled out a string of important policies and principles, and took many weighing measures with tremendous political courage and powerful sense of mission and solved many tough problems that were long on the agenda but had remained unsettled, and accomplished many things that were aspired for but had never got done.

Xi said socialism with Chinese characteristics has crossed the threshold into a new era, and the principal contradiction facing Chinese society has evolved. What the Chinese society now faces is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.

The evolution of the principal contradiction represents a historic shift that affects the whole landscape and that creates many new demands for the work of the Party and the state, he said.

But China is still and will long remain in the primary stage of socialism. Its international status as the world's largest developing country has not changed, Xi said.

Speaking of the goals set for the country, Xi said in the report that socialist modernization will be basically realized from 2020 to 2035. From 2035 to the mid-21st century, China will develop into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful.

This two-step approach is an important component of what Xi termed the Thought of Socialism with Chinese Characteristics for the New Era, a long-term guide to action that the Party must adhere to and continuously develop. He said the Thought builds on and further enriches Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development, and it represents the latest achievement in adapting Marxism to the Chinese context.

Xi listed a 14-point basic policy that underpins the endeavors to uphold and develop socialism with Chinese characteristics in the new era, namely, ensuring the Party leadership over all work; committing to a people-centered approach; persisting in comprehensively deepening the reform; adopting a new vision for development; seeing that the people are masters of the country; ensuring every dimension of governance is law-based; upholding core socialist values; ensuring and improving living standards throughout development; ensuring harmonious coexistence between man and nature; pursuing a holistic approach to national security; upholding absolute Party leadership over the people's army; adhering to the principle of "one country, two systems" and promoting national reunification; pushing the building of a community with a shared future of mankind; and exercising full and rigorous governance over the Party.

Today, Xi said, the Party is closer, more confident, and more capable than ever before of making the goal of national rejuvenation a reality.

To realize such a great dream, he said, it is inevitable to be engaged in a great struggle, build great project, and advance great cause. The great struggle, great projects, great cause, and great dream are closely connected, flow seamlessly into each other, and interact with each other, Xi noted. Among them, the great new project of Party building plays the decisive role.

The opening of the congress, held in the Great Hall of the People in Beijing, was presided over by Li Keqiang.
