Storyline


China's central government and Hong Kong Special Administrative Region (SAR) signed a document on supporting the SAR to play a full role in the Belt and Road Initiative Thursday in Beijing.

He Lifeng, chairman of the National Development and Reform Commission, China's central planning agency, and Carrie Lam Cheng Yuet-ngor, chief executive of the Hong Kong SAR, signed the cooperative document.

The document focuses on finance, investment, infrastructure, shipping, economic and trade cooperation, people-to-people exchanges, the building of a Guangdong-Hong Kong-Macao Greater Bay Area, and the improvement of targeted cooperation, and the availability of services to dispute settlement. According to the document, the central government will support Hong Kong’s role as a platform that will provide multiple financing for the Initiative.

The central government will promote a green bond market with Hong Kong as a platform, improve the internationalization of renminbi (RMB) by making full use of Hong Kong's status as a hub of global offshore RMB transactions; it will support Hong Kong to improve high-added-value shipping services, and do more to secure more cooperation between the mainland and Hong Kong in the field of infrastructure including information, train, port, and airport; it will support Hong Kong to take part in some regional economic cooperation mechanisms, to hold high-level theme forum and international exhibitions on Belt and Road Initiative, to get engaged in and promote the Greater Bay Area building, and to become a center for services concerning international law and dispute settlement.

In the spirit of the document, a joint meeting mechanism will be set up as a guarantee for the implementation.
