Storyline


Many poverty stricken villagers in mountainous area of southwest China's Guizhou Province were relocated from their homes to better compounds in neighboring towns under a government housing scheme aims to improve their living standards.

Tongzi County is an impoverished county in the Wumeng Mountain area. Relocation is an important approach for the locals to shake off poverty.

All households in the Nanmuba group which belongs to the top-category impoverished village of Daxihe in the county were arranged to be relocated.

In order to encourage the poverty relief relocation, Guizhou government provided several subsidies for relocated households including the 20,000 yuan per capita for housing allowance. After four months of mobilization work, all villagers in Nanmuba agreed to move out of the mountainous area. Most of them wanted to make the move before the Spring Festival, but there were many challenges to deal with.

To solve difficulties of each household in relocation, officials of Huanglian Township's poverty relief leading group spent hours paying visits to each household in the mountainous area and learned about their difficulties.

One of the big difficulties was how to dispose villagers' possessions. Some tools for home use were sold to villagers in nearby neighborhoods. While for homemade food like salted meat that was hard to preserve in new houses, officers helped contact reliable traders to purchase the meat at normal market prices.

The disposal of livestock such as cattle and goats was even more troublesome. Living by goat farming in the mountainous area, Wang Deshu and his family were wondering how to deal with their 83 goats before they were able to move out. Then officials came to their help by finding a purchaser from Zunyi City and also helped Wang to negotiate the price.

Finally, the goats were sold at reasonable prices to both parties. The officials did not leave until Wang Deshu received the money.

"We helped Wang to recheck whether there is mistake in calculation like a family member or friend. We'll see to it that he does not suffer losses. He trusts us and we can help him solve problems," said Zhang Zhicheng, member of the Huanglian Township's poverty relief leading group and the first secretary of Daxihe Village.

The cold weather in high-altitude mountainous areas also added difficulties to the relocation work. During a recent plunge in temperature, several roads near Huanglian Township were ice bounded because of the cold weather, including the one on which the hired vans need to pass, and it took no less than one week for the traffic to return to normal.

The last thing that impeded the relocation was the three-hour trek from Nanmuba to Huanglian Township. The road connecting the two places can not be reached by car, so the ten families had to walk out of the mountain area by foot. To ease the burden of villagers, officials also joined the move to help carry villagers' belongings.

The neighborhood of villagers relocated from Nanmuba in Chumi Town has schools, industry zone and bus stations nearby. Local government also provided poverty-stricken households registered in the relocation project with some free appliances.

The convenient neighborhood made education more accessible for the children of relocated families.

"We made the relocation for children's education. We haven't received much education. I dropped out when I was a first grader so I can't read. It's annoying. I hope my children can have better education," said Wang Deshu.

The relocation work done around the Lunar New Year's time marked the start of a brand new life for the villagers from Nanmuba. But relocation is only the first step of their new life.

In total, 9,785 people of 2,530 households in Tongzi County moved to counties or towns from mountainous areas in 2017.
