"I hope to see some Russian flexibilities because President Putin a couple of months ago actually launched an idea to deploy a peacekeeping mission. But as he presented it, it was a nonstarter. It was too small. It would only have a mandate to control the administrative border between the Free Ukraine and the Occupy Ukraine, so at the end of the day, you'll just give a UN mandate to a frozen conflict. It's a nonstarter. But, instead of just announcing his proposal, I think you should build on it. We should improve it and ensure a robust mandate, which includes a mandate to control the real international border between Ukraine and Russia. Before the presidential election, he cannot move, but after, I hope he could move."

"I mean it's absurd that nothing has happened at all to implement the Minsk deal, so we need a new mechanism and I think we will need a peacekeeping force of around 20,000 troops plus 4,000 civilians including police to enforce and implement the Minsk deal."

Former NATO Secretary General Anders Fogh Rasmussen on Sunday stressed the need for the deployment of a peacekeeping force in Ukraine to ensure the Minsk ceasefire deal.
Rasmussen, who is currently an adviser to Ukrainian President Petro Poroshenko, made the remarks on the sidelines of the Munich Security Conference during an interview with China Global Television Network (CGTN).
"I hope to see some Russian flexibilities because President Putin a couple of months ago actually launched an idea to deploy a peacekeeping mission. But as he presented it, it was a nonstarter. We should improve it and ensure a robust mandate, which includes a mandate to control the real international border between Ukraine and Russia. Before the presidential election, he cannot move, but after, I hope he could move," said Rasmussen.
As the Minsk deal has not been effectively enforced, Rasmussen urged the observation of a new ceasefire mechanism backed by a peacekeeping mission.
"I mean it's absurd that nothing has happened at all to implement the Minsk deal, so we need a new mechanism and I think we will need a peacekeeping force of around 20,000 troops plus 4,000 civilians including police to enforce and implement the Minsk deal," he said.
