China will continue to support the Belt and Road initiative with measures on finance and tariffs, said Chinese Vice Finance Minister Shi Yaobin at a press conference on Wednesday.

Shi made the comments in reply to a question about what the Ministry of Finance (MOF) has done for the Belt and Road since the initiative was introduced five years ago and its future related plans.

"As what we are witnessing, the Belt and Road is turning from ideas to actions and from aspiration to reality, and is reaping in rich fruits. Here it comes to my mind the words by a famous leader of an international economic organization; he said: 'The Belt and Road Initiative brought up by Chinese President Xi Jinping has provided a multilateral solution for global problems. It has shown the responsibility and wisdom of the Chinese leadership and their benefit to people across the world.' From this point of view, we can say that the Belt and Road initiative comes from China, but it belongs to the whole world," Shi said.

"Just as Minister Xiao Jie mentioned before, China's Finance Ministry, as a comprehensive economic management agency, has been deeply involved in the construction of the Belt and Road according to its duty. Shi gave two examples for the concrete measures of the MOF. China hosted the first Belt and Road Forum for International Cooperation (BRF) last May, where Finance Minister Xiao Jie signed the Belt and Road Financing Guidelines on behalf of China with 26 other countries, which shows worldwide participation in the initiative.

During the Forum, Xiao signed a Memorandum of Understanding (MoU) with major banks in the world, including the World Bank, Asian Development Bank and the Asian Infrastructure Investment Bank, which shows China's multilateral cooperation with banks to finance the Belt and Road construction.

"In the future, we will continue to implement related decisions and arrangements by the central government and will enhance our support measures to ensure the Belt and Road construction, shi added.

"To begin with, we will further solidify our achievements in financing, build a long-term, stable, sustainable diversified financing system with controllable risks under the frames of the financing guidelines and the MoU, " Shi said.

To turn these agreements into reality, we are now in the progress of organizing an international financing cooperation center, in accordance with the results of the BRF last year and President Xi's announcement, said Shi.

La Chine renforcera le financement et le soutien fiscal en faveur de l'initiative "la Ceinture et la Route", a indiqué mercredi le vice-ministre des Finances, Shi Yaobin.

Le ministère des Finances est en train de former un centre de coopération pour le financement international afin d'établir un système de financement à long terme, durable, contrôlable en termes de risques et diversifié, a révélé M. Shi lors d'une conférence de presse tenue en marge de la session annuelle de l'Assemblée populaire nationale (APN).

Le ministère continuera à faire progresser les négociations tarifaires bilatérales et multilatérales afin de promouvoir la construction de zones de libre-échange et l'ouverture mutuelle, et d'appliquer efficacement les accords de concession tarifaire déjà signés avec les pays situés le long de ces routes.

La Chine facilitera la coordination et la coopération internationales en matière de taxes, contribuera à éliminer les discriminations dans l'élaboration et l'application de la politique fiscale, tout en encourageant davantage de pays à participer au projet BEPS (érosion des bases fiscales et transferts des bénéfices), a poursuivi M. Shi.

Avancée par la Chine en 2013, l'initiative "la Ceinture et la Route" vise à établir des réseaux commerciaux et d'infrastructures reliant l'Asie à l'Europe et à l'Afrique, le long des anciennes routes commerciales de la soie, pour obtenir un développement et une prospérité communs.

L'initiative a obtenu le soutien d'une centaine de pays et organisations internationales, selon M. Shi.

China continuará apoyando la construcción de la Franja y la Ruta con medidas financieras y arancelarias, afirmó hoy miércoles el vice ministro de Finanzas de China, Shi Yaobin, en una conferencia de prensa.

Shi hizo estas declaraciones en respuesta a una pregunta sobre los trabajos realizados por el Ministerio de Finanzas sobre la Franja y la Ruta desde que la iniciativa fue propuesta hace cinco años.

"Como lo que estamos presenciando, la iniciativa de la Franja y la Ruta está pasando de las ideas a las acciones y de la aspiración a la realidad, y está cosechando abundantes frutos. Me acuerdo de las palabras de un líder de una organización económica internacional, quien dijo que la iniciativa de la Franja y la Ruta, presentada por el presidente chino Xi Jinping, ha proporcionado una solución multilateral para los problemas mundiales. Demuestra la responsabilidad y sabiduría de los líderes chinos y beneficiará a todos los pueblos del mundo. Desde este punto de vista, podemos decir que la iniciativa de la Franja y la Ruta proviene de China, pero pertenece al mundo entero", explicó Shi.

"Tal como acaba de mencionar el ministro Xiao Jie, el Ministerio de Finanzas de China, como una agencia de gestión económica integral, ha estado profundamente involucrada en la construcción de la Franja y la Ruta de acuerdo con su deber. En los últimos años, hemos sentado una base sólida para la construcción de la Franja y la Ruta en términos de financiamiento y comunicación de políticas", añadió.

Shi dio dos ejemplos para explicar las medidas concretas de su ministerio. China acogió en pasado mayo el primer Foro de la Franja y la Ruta para la Cooperación Internacional, en el que el ministro de Finanzas, firmó las Directrices sobre el Financiamiento de la Franja y la Ruta, un acuerdo entre China y 26 países, lo que demuestra la participación mundial en la iniciativa. Asimismo, durante el foro, Xiao firmó también un memorando de entendimiento con los principales bancos del mundo, que incluyen el Banco Mundial, el Banco Asiático de Desarrollo y el Banco Asiático de Inversión en Infraestructura, lo que muestra la cooperación multilateral entre China y los bancos para financiar la construcción de la Franja y la Ruta.

"En el futuro, seguiremos implementando decisiones y arreglos relacionados del Gobierno central para reforzar nuestro apoyo y garantía a la construcción de la Franja y la Ruta, así como proporcionar mejores servicios", aseguró el vice ministro.

"Para empezar, consolidaremos aún más nuestros logros en materia de financiación, y construiremos un sistema de financiación diversificado, duradero, estable, sostenible y con riesgos controlables en el marco de las directrices de financiación y el memorando de entendimiento. Para convertir estos acuerdos en realidad, ahora estamos en el proceso de organizar un centro internacional de cooperación financiera, de acuerdo con los frutos del Foro de la Franja y la Ruta para la Cooperación Internacional del año pasado y las declaraciones del presidente Xi", explicó Shi.
