It emphasizes developing economic industries in rural areas, which will help targeted poverty alleviation and enhance farmers’ income. As the emphasis of the work has been shifted, the new ministry is no longer only about agriculture, but adds 'rural affairs' to its name."

Storyline


The newly passed government restructuring plan is to make the entire government's work more efficient, better-structured and more concentrated.

China on March 13 unveiled a massive government restructuring plan to have 26 ministries and commissions in the State Council.

According the plan, the Ministry of Agriculture will be replaced by the Ministry of Agriculture and Rural Affairs.

The new ministry will take over the responsibilities of its predecessor and undertake some programs from four other ministries, including programs in agricultural investment, comprehensive agricultural development, farmland regulation, and irrigation and water conservancy.

The reform will also see the Ministry of Transport take over the Ministry of Agriculture's duties of fishing vessel inspection, supervision and management.

"The reform will consolidate the resources from each department, so the duties of taking care of this field are concentrated. In order to deal with one issue, in the past, we may have had to go to multiple departments, but now, as Chinese Premier Li Keqiang urged in his work report, we only need to go to one ministry and finish everything all at one go," said Zhang Donghe, secretary of Communist Party of China Committee of Dajidian Village, Baoding City in north China's Hebei Province.

Zhou Songbo, NPC deputy from Hebei Province, is a doctor working in rural areas for more than 30 years. He believed the creation of the new ministry responds to the shift in China's policy.
