China to vigorously streamline government administration: Chinese premier

"Regulatory rollbacks can only serve their purpose when supported by enhanced compliance oversight. We must strengthen operational and post-operational oversight on businesses and uphold the market order by driving out and severely punishing the malpractices of making or selling sub-standard goods, cheating over the marketplace, or practicing monopoly. This is because these practices are obstacles to fairness and innovation and they also violate social ethics. We also believe that a vibrant market and the spirit of humanity complement each other. In strengthening compliance oversight, we must avoid causing undue disturbances to the citizens. For example, in this round of government institutional reform, we have decided to merge the various market regulatory bodies, so as to exercise unified law enforcement and avoid the situation of duplication where personnel from various enforcement agencies are dispatched to deal with one small vendor."

In this regard, the government must work hard to reform itself to improve the business environment for market entities and make it easier for our people to access government services. To deliver real benefits to our people, this government will rise up to all difficulties and press ahead against all risks."

China will work hard to streamline administration to bring real benefits to the people, despite all difficulties and risks, said Premier Li Keqiang on Tuesday at the press conference for the first session of the 13th National People's Congress.

Li made the remarks when asked about the country's future plan to streamline government functions and delegate power.

He listed measures in six aspects to be taken for widening market access and making it easier for people to access other government services.

"In terms of widening market access, we will work hard in six aspects. We will cut the time it takes for opening business in China by another half. We will reduce the time required for reviewing a project application by another half. We will put in place a national-level e-platform for accessing government services. Apart from rolling back government regulations, Li revealed that the government will also strengthen compliance oversight to ensure sound market order and unified law enforcement that will bring real convenience and benefits to the people.
