Storyline


Chinese Ministry of Human Resources and Social Security issued the country's first electronic social security certificate at the opening of the First Digital China Summit in Fuzhou, the capital of east China's Fujian Province, on Sunday.

The e-certificate, which is applicable nationwide, contains all the digital functions of the current e-card, including self-service inquiries and e-payment functionality.

The high-profile summit has been highlighting China's latest pushes in digital development.

The official launch of the social security e-certificate built upon an earlier pilot program that was launched in the cities of Fuzhou and Qingdao, where local governments allowed users of Alipay, Alibaba's third party online payment service platform, to pay for their social security.

Zhai Yanli, head of the Information Center with the ministry, said at the summit that the e-certificate has adopted a number of safety measures including an electronic information certification process and AI-facilitated Internet security methods to confirm the holder's identity.

The third-generation social security card is being developed, he said.

"The development of social security cards is an important part of our country's development of information technology as well as an innovation and breakthrough for the informatization of people's livelihoods. The third-generation social security card is now being validated and will be equipped with many key features, including a double-interface design and biometric identification technology. This will bring more convenience to the life of our people," said Zhang.

Cities like Fuzhou and Qingdao will be the first to carry out implementation of the social security e-certificate on a trial basis.

By the end of March, China's social security system had covered 1.12 billion citizens, or 80.6 percent of the total population, according to the ministry. The system has been widely used in medical services, elderly care and employment.

The Digital China Summit, which began on April 22, will conclude on April 24.
