The claim that the U.S. is being taken advantage of by China does not hold water, said China's International Trade Representative and Vice Minister of Commerce Fu Ziying when interpreting the newly-published government white paper at a press briefing on Tuesday.

China published the white paper on Monday to clarify the facts about China-U.S. economic and trade relations, demonstrate its stance on trade friction with the United States, and pursue reasonable solutions.

Excluding the foreword, the 36,000-Chinese-character white paper is comprised of six parts, which are mutually-beneficial and win-win China-U.S. cooperation in the trade and economic field, clarification of the facts about China-U.S. trade and economic relations, the trade protectionist practices of the U.S. administration, the trade bullyism practices of the U.S. administration, damage of the improper practices of the U.S. administration to global economy, and China's position.

"The white paper explained the win-win nature of the China-U.S. economic and trade relations from prospective of trade in goods, service trade and mutual investment, and pointed out that both sides are benefited enormously from the relationship. In particular, the U.S. has gained extensive and massive economic interests in the trade exchanges with China. It has shared in the opportunities and outcomes of China's development. The claim that the U.S. is being taken advantage of by China simply does not hold water," said Fu.

The white paper made detailed analysis and clarification on how to view the U.S. trade deficit with China, how to view fair trade, how to view technology transfer between Chinese and the U.S. enterprises, how to view China's intellectual property protection, how to view Chinese enterprises' "going global" and how to view China's subsidy policies with a great amount of data and facts.

"The white paper points out that the U.S. itself has a large number of restrictive policies and practices on investment and trade that distort market competition, hinder fair trade and separate the global industrial chain, including discriminating against other countries' products in violation of the principle of fair competition, abusing 'national security review' to hinder the normal investment activities of other countries' enterprises in the U.S., providing large amounts of subsidies to distort market competition, using large amounts of non-tariff barriers, and abusing trade remedies," Fu cited the white paper.

The new administration of the U.S. government has trumpeted "America First" since taking office in 2017, and has abandoned the fundamental norms of mutual respect and equal consultation that guide international relations, said the white paper.

"However, the U.S. unilaterally emphasizes 'America First', internationalize domestic issues and politicized economic trade issues. It not only has damaged the interests of China and other countries, but also damaged the international image of the U.S. itself, and it will hurt the U.S. long-term interests ultimately," Fu said.

The U.S. has brazenly preached unilateralism, protectionism and economic hegemony, making false accusations against many countries and regions, particularly China, intimidating other countries through economic measures such as imposing tariffs, and attempting to impose its own interests on China through extreme pressure, the white paper said.
