"The accusation against China's lack of IPR protection is totally groundless. It neglects the progress China has made in the construction of IPR protection system, the swift advance of China's innovation power and the fact that China has become a major country of IPR. China's achievements in improving IPR protection is obvious to all. China gives equal protection to domestic and foreign IPRs, and China's protection of foreign IPR is widely recognized by the world."

7. SOUNDBITE (Chinese) He Hua, Deputy Commissioner, China's State Intellectual Property Office (partially overlaid with shot 8):
"The first is strict protection. We are now advancing the amendments to the Patent Law and the Copyright Law, and will introduce punitive compensation to the law. The second is greater protection. In addition to strengthening juridical and administrative protection, we will also provide greater protection through channels such as arbitration and mediation. The third is fast protection. We have set up 19 IPR protection centers across the country to improve the efficiency of IPR protection. The forth is equal protection. All the businesses will enjoy equal IPR protection regardless of their nationalities and sizes."

Storyline

China attaches great importance to the protection of intellectual property rights (IPR) and will further step up measures in this regard, said He Hua, deputy commissioner of China's State Intellectual Property Office on Tuesday.

He made this remarks in response to the U.S. accusation of China's ineffective protection of IP rights.

He said this kind of accusation is groundless and has neglected China progresses in protecting IP rights.

"The accusation against China's lack of IPR protection is totally groundless. It neglects the progress China has made in the construction of IPR protection system, the swift advance of China's innovation power and the fact that China has become a major country of IPR. China's achievements in improving IPR protection is obvious to all. China gives equal protection to domestic and foreign IPRs, and China's protection of foreign IPR is widely recognized by the world," said He.

He added that there are respectively 650,000 and 840,000 cases of invention patent and trademark applications by foreign applicants in China in the past five years, up 3.1 percent and 10.3 percent annually on average, which demonstrates China’s good IPR environment.

To enhance the IPR protection, China will step up related measures in four areas.

All the businesses will enjoy equal IPR protection regardless of their nationalities and sizes," said He.
