"I personally would like to see government spends a little more effort and money on some of these basic needs. And I think that's one of the priorities that we see happening with this year's meeting."

4. SOUNDBITE (English) Liu Baocheng, professor, University of International Business and Economics:
"We normally say: do you give them fish or teach them fishing skills. But on top of that, China also offers a fish market for them. So therefore China provides aid; China provides the management expertise and construction expertise. As a matter of fact, the very conference that leaders are holding meeting are really built by China, and also the six-ring roads are also paved by Chinese workers, and based on Chinese design. This is a very pragmatic approach China is doing and China has operated zero tariff on those least developed countries."

6. SOUNDBITE (English) Carl Fey, professor of International Business, School of Business, Aalto University:
"I think the most important thing is not the internal mechanisms but simply that one continues to have high political will from the government leaders, the highest levels. But I think it's also... President Xi visited there this weekend and the speech today is a perfect example of this. This is happening repeatedly year after year which is really important. Secondly, I think it's really a good situation that they have the day. They have quite a number of preparatory meetings spaced out with teams really working on them. So it's not simply people coming together to have talk and meeting which is useful. But it's really trying to make some concrete progress on some specific themes."

The 26th Asia-Pacific Economic Cooperation (APEC) CEO Summit and Economic Leaders' Meeting were held on Saturday an Sunday in Port Moresby, capital of Papua New Guina (PNG) and Chinese President Xi Jinping delivered speeches calling for inclusive and rule-based world economy.

Experts expressed their understanding of the priorities of this year's APEC and the post-2020 vision with China Global Television Network (CGTN) on Saturday.

Carl Fey is a professor of international business at the Aalto University School of Business. He said in his understanding, the APEC focuses on some basic development in terms of the inclusive growth.

"I personally would like to see government spend a little more effort or money on some of these basic needs. And I think that's one of the priorities that we see happening with this year's meeting," said Fey.

Liu Baocheng, professor at the University of International Business and Economics in Beijing, said connectivity and inclusiveness are the most important priorities to be tackled.

Liu added that China in the meantime is future-oriented, embracing the digital economy and have connectivity on the road and in the air.

"We normally say: do you give them fish or teach them fishing skills. But on top of that, China also offers a fish market for them. So therefore China provides aid; China provides the management expertise and construction expertise. As a matter of fact, the very conference that leaders are held meeting are really built by China, and also the six-ring roads are also paved by Chinese workers, and based on Chinese design. This is a very pragmatic approach China is doing and China has operated zero tariff on those least developed countries," said Liu.

Speaking of internal mechanism of APEC in terms of managing the differences between different members, Fey said having high political will from government leaders is more important.

"I think the most important thing is not the internal mechanisms but simply that one continues to have high political will from the government leaders, the highest levels. President Xi visited there this weekend and the speech today is a perfect example of this. This is happening repeatedly the year after year which is really important.
