China and the European Union (EU) recently agreed upon an additional quota for China's export of poultry products after several rounds of negotiations under the dispute settlement mechanism of the World Trade Organization (WTO).

The two sides signed an agreement on Nov. 30 in Geneva. It is said in an agreement that the EU will grant more low-tariff quotas to Chinese poultry meat, including the quotas for 5,000 tons of chicken meat and 6,600 tons of duck meat.

Gao Feng, spokesman for the Chinese Ministry of Commerce, made the remarks at a press briefing on Thursday.

"According to the agreement signed on November 30, the European Union has agreed to open new quotas to Chinese poultry products," said Gao.

Yu Lu, vice president of the China Chamber of Commerce for the Import and Export of Foodstuffs and Native Produce, has been working on the case since 2009. She said that the ruling is a successful practice under the WTO dispute settlement mechanism.

"This has provided a platform to protect the interests of Chinese farmers and the sustainability of the industry. Without the WTO mechanism, we will lose direction in the EU market," said Yu.

Yu added that the EU market of Chinese poultry products exists because there is a demand.

"The EU has a demand for duck, and China can easily provide that with our signature Peking ducks. China's chicken exports can also complement the European market. Chinese like to eat chicken thighs and feet, while the Europeans prefer chicken breast," added Yu.

China filed a complaint to the WTO against the EU over high poultry tariffs in April 2015, putting forth a consultation request and formally starting WTO dispute settlement procedures.

In April 2017, the WTO ruled that the EU poultry tariff quota management had violated its rules.

The new tariff quotas were expected to be implemented in the first quarter of 2019. It is estimated that the new quota will increase Chinese poultry products subject to low tariffs to more than 10,000 tons from current around 100 tons.
