The Xiong'an New Area will be built as a model of high quality development and a modern city in China, said Chen Gang, secretary of the Party Working Committee and director of the Administrative Committee of Xiong'an New Area.

At a press conference held in Beijing on Friday, Chen stressed that "Xiong'an quality" should be set as the goal for the area's construction.

Chen said that the "Xiong'an quality" is an integrated concept, covering urban planning, construction, development and management. It is not an empty concept, but should be shown by "Xiong'an standard", and the core content is to establish the "Xiong'an standard" system guided by the new development concept.

The system covers construction objectives, functional positioning, spatial layout, urban landscape, ecological construction, scientific and technological innovation, industrial development, public services, as well as urban security and management.

"People in all walks of life are paying close attention to the development mode of the Xiong'an New Area. We should know that houses are built for living, but not for speculation," said Chen.

The "Xiong'an quality" system, which is used to ensure the realization of the "Xiong'an quality", includes an indicator system, a policy system, a standard system, a statistics system, a performance evaluation and an assessment system.

"The Xiong'an New Area will integrate all elements, including land, capital, human resources, information and technology, to form an entire life cycle of urban planning, construction, operation and management, so as to ensure the sustainable development of the city and the realization of 'Xiong'an quality'," said Chen.

The Xiong'an New Area is a state-level new area in north China's Hebei Province. Established in April 2017 and located about 100km southwest of Beijing, the area is built to serve as a development hub for the Beijing-Tianjin-Hebei economic triangle.
