United Nations Special Envoy for Syria Geir Pedersen said he held "detailed and substantial" discussions with Syrian officials in the capital Damascus on Sunday.

Pedersen, who arrived in Damascus on Saturday afternoon, met Syrian officials on Sunday. He told reporters upon returning from the first session of talks that his talks with Syrian Foreign Ministry officials had covered all issues.

During his talks with Syrian Deputy Prime Minister and Foreign Minister Walid al-Moallem, the two sides discussed the details and criteria for the formation of a constitutional committee as well as the conditions for the implementation of UN Security Council Resolution (UNSC) No. 2254.

Pedersen had been discussing, throughout his previous visits to Syria, the formation of a constitutional committee that would be tasked with discussing and suggesting amendments to the Syrian constitution.

The decision to set up a constitutional committee was agreed to at the Syrian National Dialogue Congress, held in Sochi of Russia on January 30, 2018.

Under the Sochi agreement, the constitutional committee is to be composed of representatives of the Syrian government, the opposition and civil society representatives -- each with 50 members.

Relevant negotiations are underway on six civil society representatives.

Last month, Walid al-Moallem told Pedersen that the Syrian constitution is a Syrian sovereign matter decided by the Syrian people without foreign interference. The foreign minister, while saying that the Syrian constitution is an internal issue, stressed his government's resolve to cooperate with Pedersen to make his mission a success.

Pedersen planned to go to Kazakhstan for a new round of Syrian peace talks on April 25.
