Storyline

The trade dispute between South Korea and Japan may deeply influence the regional situation there, said an expert from Seoul National University.

During an exclusive interview with China Central Television (CCTV), Jiang Guangwen, an associate professor with the School of Law at the Seoul National University, said Japan's export restrictions on South Korea goes against the principle of free trade that Japan has long advocated for. He indicated that Japan's diplomatic strategy of political and economic separation towards South Korea is changing.

The Ministry of Economy, Trade and Industry of Japan last week tightened restrictions on exports of high-tech materials to South Korea, citing "significant damage to the relationship of mutual trust."

Under the new restrictions, individual applications will be necessary for exports to South Korea of three materials used in high-tech products, a process that can take around 90 days.

The materials include fluorinated polyimide, hydrogen fluoride and resist, which are used in the manufacturing process of semiconductors and screens for smartphones and TVs.

Seoul has repeatedly stressed recently that the export restrictions are in effect retaliation over the South Korean top court's rulings over some Japanese companies' compensation to the South Korean victims of forced labor during World War II -- a claim denied by Tokyo.

"There has been a tacit understanding and consensus between South Korea, the United States and Japan for a long time to treat trade policies and economic policies separately from political problems. However, now Japan has connected political problems with trade policy, so South Korea will naturally make a response," he said.

Jiang said that the incident is likely to have a far-reaching impact on South Korean-Japan and other international relations in the region.

"This event will bring great changes to the political pattern in the Northeast Asian region, including South Korea-Japan relations, and the relations with the U.S. It will also have a great impact on the future, and a vicious cycle is possible, or a new framework for South Korea-Japan relations and a new political pattern in the Northeast Asia may even form hereafter," he said.
