Storyline


Northwest China's Xinjiang has established vocational education and training centers to offer systematic education and vocational training to people, according to a white paper on vocational education and training in Xinjiang released Friday. With the effective implementation, many trainees finished their studies and got employed successfully.

The white paper, published by the State Council Information Office, says Xinjiang has established vocational education and training centers in accordance with the law to offer systematic education and training in response to a set of urgent needs: to curb frequent terrorist incidents, to eradicate the breeding ground of religious extremism, to help trainees acquire a better education and vocational skills, find employment, and increase their incomes, and most of all, to safeguard social stability and long-term peace in Xinjiang.

Memet Emer, 34, is an owner of a motorcycle repair shop. He lives a comfortable life with a monthly income of 3,000 to 4,000 yuan (or 426 to 568 U.S. dollars.)

Emer said the change in his life was attributed to a government-run education and training center in Aksu where he learned motorcycle maintenance. In the past, he was influenced by religious extremism, unwilling to learn skills and earning little money.

"My wife is pleased and my children are also pleased," he said when asked about his families' attitude towards his income.

Education and training in Xinjiang is a social governance measure taken by the government according to law. The purpose of the center is to educate and save people who, like Emer, participate in or are abetted, coerced or lured to participate in terrorist and extremist activities and commit illegal or criminal acts, according to the white paper.

"The education and training center was set up after they were influenced by extreme thought but before moving toward a blind alley of terrorist attacks, thus preventing them from moving toward the blind alley. This is a key measure that was taken in time, in key links, and in response to the developing trend of extreme thoughts," said Li Wei, a researcher with the China Institute of Contemporary International Relations.

The white paper pointed out that the education and training program in Xinjiang has saved people who have committed illegal or criminal acts of terrorism or extremism, and has protected the basic human rights of people of all ethnic groups from being violated by terrorism or religious extremism.

Xinjiang has been free of violent terrorist incidents for nearly three years. While from 1990 to 2016, the "three evil forces" of terrorism, separatism and extremism in Xinjiang planned and organized thousands of violent terrorist attacks, killed large numbers of innocent people and hundreds of police officers, resulting in incalculable property losses.
