"In my opinion, one of the greatest features of the education and training centers is to employ pulling rather than pushing, saving rather than punishing, and caring rather than despising. I think it is because we all believe that these students are actually victims, and we need to educate, save and protect them. This will help remove the conditions for the growth of terrorism and religious extremism, and ultimately protect the basic rights of the people of all ethnic groups in Xinjiang from the encroachment and threats by religious extremism and terrorism."

Storyline

The education and training work in northwest China's Xinjiang Uygur Autonomous Region conforms to the basic principles specified in relevant conventions and initiatives of the international community, and it manifests China's efforts in anti-terrorism and de-radicalization, according to a white paper on vocational education and training in the region.

The white paper, published by the State Council Information Office on Friday, said that terrorism and extremism are the common enemies of humanity, and the fight against terrorism and extremism is the shared responsibility of the international community.

According to the United Nations Plan of Action to Prevent Violent Extremism, it is necessary to expand the response, intervene earlier, remove the factors that contribute to violent extremism, and combat violent extremism with preventive measures.

"In my opinion, one of the greatest features of the education and training centers is to employ pulling rather than pushing, saving rather than punishing, and caring rather than despising. I think it is because we all believe that these students are actually victims, and we need to educate, save and protect them. This will help remove the conditions for the growth of terrorism and religious extremism, and ultimately protect the basic rights of the people of all ethnic groups in Xinjiang from the encroachment and threats by religious extremism and terrorism," said Diliyat Samayi, head of the Institute of Marxism under the Xinjiang University.

No terrorist incident has occurred in Xinjiang for nearly three years since the education and training started. Public order and security have returned to normal, the white paper said.

"There have been great changes here in recent years. We have opened a shop in this place. There are many tourists and our business goes well," said Ablajan Tursun, a businessman in Urumqi.

Booming tourism is another proof of the enhanced stability in Xinjiang. From January to June 2019, nearly 76 million tourists visited Xinjiang, up 46 percent year on year.

"It's very good. We feel safe here. Services are good, yes. No problem, and everything was good. We like it," said a foreign tourist.
