The decision by the Standing Committee of the National People's Congress (NPC) for Hong Kong's sixth Legislative Council (LegCo) to continue performing their duties has provided a solid guarantee for Hong Kong's prosperity and stability, according to a commentary broadcast by CMG Radio the Greater Bay on Wednesday.

China's top legislature Tuesday voted to adopt a decision for the continued performance of duties by the sixth LegCo of the Hong Kong Special Administrative Region (HKSAR) at the 21st session of the Standing Committee of the 13th NPC.

The bill suggested that, starting from September 30, the sixth LegCo should continue performing duties for no less than a year until the term of the seventh LegCo starts.

Due to the urgent situation of the COVID-19 pandemic in Hong Kong, the decision made by the NPC Standing Committee is constitutional, legal and reasonable, according to the Constitution of the People's Republic of China and the HKSAR Basic Law.

The decision reflects the NPC Standing Committee's full consideration of the current special situation of Hong Kong society and provides a solid legal basis for the normal operation of LegCo, which will allow Hong Kong to concentrate on anti-epidemic work and ensure the city's long-term prosperity and stability.

Faced with a severe COVID-19 outbreak since July, Hong Kong had over 100 new COVID-19 cases daily, for many consecutive days. This timely arrangement has showed that the Hong Kong government is highly responsible for the health and security of Hong Kong residents, and the fairness and justice of the election, with over 1.5 million Hong Kong residents voicing their support for it.

The NPC Standing Committee, as China's top legislature, has properly addressed matters concerning the vacancy of the HKSAR LegCo in accordance with the law and the "one country, two systems" principle.

Due to the postponement of the seventh LegCo election, the vacancy of LegCo can only be resolved by the NPC Standing Committee at the constitutional level, as the HKSAR Chief Executive only has the power to postpone the election under the applicable law in the HKSAR.

At the request of the HKSAR government, the State Council promptly submitted a bill asking the NPC Standing Committee, China's top legislature, to make arrangements to handle matters concerning the vacancy of the LegCo.

By adopting the decision, the central authorities have not only upheld the constitutional and legal orders in HKSAR, but also ensured the functional operation of the government and society of the region, demonstrating their care for Hong Kong, said Chief Executive of the HKSAR Carrie Lam.

Ever since the return of Hong Kong to China, whenever Hong Kong has faced a serious crisis or a crossroads, the central authorities have stepped in promptly to help Hong Kong tide over the difficulties.
