Chinese President Xi Jinping emphasized the importance and urgency of advancing the development of quantum science and technology when presiding over a group study session of the Political Bureau of the CPC Central Committee held in Beijing on Friday.
Xi, also the general secretary of the Communist Party of China (CPC) Central Committee, said that the purpose of the group study is to understand the development trend of quantum science and technology in the world, analyze its development situation in China, and better promote its development in China.
Xi said that technological innovation is one of the key variables in the current world that is undergoing major changes unseen in a century. The quantum science and technology has developed by leaps and bounds in recent years, and has become the frontier of a new round of technological revolution and industrial transformation, Xi said.
Quantum mechanics is a major achievement of human being's exploration of the micro world. The development of quantum science and technology is of great scientific significance and strategic value, and is a major game-changing technological innovation that has impacted and reconstructed the traditional technology system, said Xi, who expressed the belief that it will also lead a new round of technological revolution and industrial transformation.
Xi called for fostering strategic emerging industries like quantum communication, capturing high ground of quantum science and technology, and building new advantages of development by summarizing the successful experience of China in developing quantum science and technology, and learning from the beneficial practices of foreign countries.
Xi urged strengthening of top-level design and improvement of the supporting policy system to create a good political environment for promoting the development of quantum science and technology.
Stressing the importance of cultivating high-level talents, Xi called for perfecting the performance evaluation system of scientific and technological personnel, freeing the scientific and technological personnel from irrational funds management, talent evaluation, etc.
He also urged acceleration of the process of making breakthrough in fundamental researches and development of key technologies.
It is necessary to boost collaboration between enterprises, universities and research institutions in innovation, Xi said, adding that local governments and CPC committees at all levels must attach great importance to technological innovation and development.
During the group study, Xue Qikun, an academician with the Chinese Academy of Sciences and vice president of the prestigious Tsinghua University, gave an introduction on the development of quantum science and technology, offered suggestions and proposals on relevant issues.
