Storyline


Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee, has held a series of meetings and symposiums in the past few months to solicit opinions and obtain suggestions on the new five-year plan from economists, social experts, entrepreneurs, scientists, professionals outside the Party and grassroots representatives.

In drawing up the proposals for the 14th Five-Year Plan (2021-25), which are being discussed at the Fifth Plenary Session of the 19th CPC Central Committee, the Party has extensively sought public opinions to make the plan more relevant to the country's reality and the people's desire to live a better life. General Secretary and President Xi has been deeply involved in the process.

In the three months from July 2020 to September, Xi held seven symposiums, including symposiums attended by entrepreneurs and non-CPC personages respectively, a symposium on solid promotion of the integrated development of the Yangtze River Delta, a symposium on economic and social work, a symposium attended by scientists, a meeting with grassroots representatives in central China's Hunan Province, a symposium attended by experts and representatives from education, culture, health and sports sectors.

The arrangement of the seven symposiums fully absorbed the social expectations, wisdom of the masses, expert opinions and grassroots experience into the formulation of 14th Five-Year Plan.

On July 21, Xi urged efforts to spur the vitality of market entities and promote entrepreneurship so as to enable enterprises to play a bigger role and achieve greater development, as he chaired a symposium with entrepreneurs in Beijing.

On Aug. 20, Xi stressed integration and high quality in realizing integrated development of the Yangtze River Delta at a symposium in Hefei, capital of east China's Anhui Province.

On Aug. 24, Xi stressed adopting a long-term perspective, grasping the trend of the times and extensively pooling wisdom to study new circumstances and make new plans at a symposium on economic and social work in Beijing.

"I think the general secretary has given a very clear direction, that is, we should see the opportunity and make bold expansion with creativity to turn risks into opportunity," said Zhu Min, director of the National Institute of Financial Research at the Tsinghua University.

On Sept. 11, Xi chaired a symposium to solicit opinions on China's scientific and technological development for the 14th Five-Year Plan. He stressed continuing to advance the development of science and technology to a deeper and broader level. The scientific and technological development must target the global science frontiers, serve the main economic battlefield, strive to fulfill the significant needs of the country and benefit people's lives and health, he said.

"This year, he [President Xi] specially added that we should take people's lives and health into consideration. I think this aspect is of great strategic significance," said Wang Jian, chairman of the Alibaba Technical Committee and academician of the Chinese Academy of Engineering.

On Sept. 17, Xi called for efforts to cherish the sound development situation, consolidate the momentum of development, adhere to the people-centered development philosophy, and strengthen community-level Party organizations and political power building, during a meeting with grassroots representatives in central China's Hunan Province.

On Sept. 22, Xi stressed promoting the development of China's education, culture, health and sports sectors to strengthen people's sense of fulfillment, happiness and security at a symposium attended by experts and representatives in Beijing.

"As a literary and art worker, I will bear in mind what the general secretary said that culture serves the people and society," said Meng Guanglu, vice chairman of the Chinese Dramatists Association.

Formed every five years since 1953, the Five-Year Plan is a significant feature of China's governance system, setting growth goals and outlining development policies. It allows the authorities to map out policies for overall economic and social development and advance with the times.

The success of the 13th Five-Year Plan and its achievements have given strong confidence to policymakers, planners, economists, decision-makers, and leaders to be bold in setting targets for the 14th Five-Year Plan.
