China will continue to prioritize cutting-edge high-tech innovation with focus on major infrastructure projects during the 14th-Five-Year Plan (2021-2025), said a chairman of state-owned enterprise China Railway Construction Corporation Limited (CRCC).

The CRCC is a mega size construction corporation under the administration of the Chinese State-owned Assets Supervision and Administration Commission.

As a main force of China’s infrastructural construction, the CRCC undertakes some 50 percent of China’s railway construction, 40 percent of rail transit construction and 30 percent of road construction, including super projects of the Beijing-Shanghai High-speed Railway and the Hong Kong-Zhuhai-Macao Bridge.

During an exclusive interview with China Central Television (CCTV), Wang Jianping, chairman of the CRCC, introduced that the national key projects under construction by the CRCC in 2021 include Sichuan-Tibet Railway, Chengdu-Kunming Railway, Fude-Yiliang Highway, Chengdu-Mianyang-Cangba Highway, as well as projects such as diversion from the Yangtze River to the Huaihe River and South-to-North Water Diversion.

"These projects have two features. The first feature is that the technical requirements are relatively high, because the projects are mainly in the southwest and northwest regions of China, where constructions must cross mountains, ridges and rivers. The geology and landforms of these areas are much more complicated. The other feature is that the construction is very difficult, because they are all in the high-altitude and extremely cold regions, with very few populations," he said.

Inside the company building, a model of tunneling shield machine was on display in middle of the representation room, representing one of the top-notch technologies independently mastered by the CRCC.

"Represented by the CRCC, some enterprises have fully mastered the technologies of tunneling shield machine through independent innovative research and development, and have been leading in technology and marketing. So far, the our shield machines account for half in domestic market shares, and account for about two thirds of the shield machines exported by Chinese companies. At present, the largest shield machine developed by the CRCC lengths 16 meters in diameter,” Wang said.

Over the past three years, China’s total investment in highways, railways, water conservancy and other fields had exceeded 10 trillion yuan (about 1.5 trillion U.S. dollars), state statistics showed.

With expanding scale, equipment manufacturing and technology in the infrastructure field are also being upgraded.

Taking examples of Chengdu-Kunming Railway and Dali–Ruili Railway project, Wang said the CRCC will widely promote the BeiDou system in orbital precision measurement, aiming to replace the traditional methods and to achieve more efficient results in parameter measurement.

As more cutting-edge high techs, such as the Internet of Things and big data, are increasingly used in research and development of smart manufacturing and construction equipment, the CRCC develops large-scale equipment that integrates the four functions of bridge manufacturing, transportation, erection and construction, aiming to solve the difficulties during China’s bridge construction projects.

"This is a complete set of technical equipment for the transporting and erecting 900-ton box girder for high-speed railways. The model of this equipment is for 900 tons. So far, we have developed a reinforced machine for 1,000 tons [box girder],” he said.

Wang said that new technologies and equipment require new types of infrastructure talents. In 2021, the CRCC will strive to cultivate several high-level academicians and will continue to increase investment with a planned research and development investment of over 20 billion yuan (about 3.1 billion U.S. dollars), an increase of 13 percent over the previous year.

"Especially in terms of mechanism, we will guarantee that the majority of scientific and technological personnel have the motivation to innovate and stimulate their innovative vitality through mechanism. Meanwhile, we will increase technological investment and make breakthroughs in some key research and development fields of equipment and technologies,” he said.

To facilitate the international circulation, infrastructure industry has been digging into the international market. Wang said China will continue to promote China High-Speed Railway in 2021, advancing the opening of overseas rails under construction, such as China-Laos Railway, Hungary-Serbia Railway and Malaysia Golden-Singapore Railway.

"We have relatively strong competitiveness, both in terms of cost and progress. In the meantime, Chinese enterprises going global, including the CRCC, it can drive our equipment, our technology, and even our standards to go global," he said.
