The late grass-roots official Huang Wenxiu devoted her life to poverty relief in a remote area and passed away after being washed away by flash floods in Baise City, of south China's Guangxi Zhuang Autonomous Region.
Huang, born in 1989, was the first village Party secretary of Baini Village in Baise. After finishing her postgraduate degree at Beijing Normal University in 2016, Huang gave up a well-paid position from the State Grid, returned back to her hometown Baise and became a grass-roots official for the publicity department in Baise.
She became the first village Party secretary in March 2018 and began to take over the poverty relief work in Baini Village, Leye County. In her tenure, a total of 418 people from 88 families were alleviated from poverty. Furthermore, infrastructure facilities in the village including roads, an impounding reservoir and street lamps, were also improved.
"I am the first person responsible for poverty alleviation in our village, and I need to show more bravery," she said in her diary, showing her dedication to the poverty alleviation work.
Huang died in a rain-triggered flash flood at the age of 30 in June 2019, while returning from the city of Baise to Leye County.
Huang didn't know the rainy night in the mountains surrounding Baise city would be her last. She instead expected it'd be a homecoming to the village where she began her career after graduation.
She released a video on social media around midnight of June 16 that showed lightning and thunder, and roads covered in water. Some of her colleagues commented: "Watch out! Be careful!" Some asked her to quit the trip and stay in a safe place. After 1 am, they lost contact with Huang, whose body was found in a car washed into a valley by the flash flood.
Her death saddened the locals and netizens on social media, who mourned for her because she devoted her life to the well-being of others instead of her own.
That night, her father, Huang Zhongjie, who was recovering from liver-cancer surgery, noticed the bad weather and persuaded her to stay until the next morning. But she told him: "That's why I have to go now. The village could be flooded tonight."
"As the younger generation, we are duty-bound to fight against poverty and will not give up until we have won complete victory," Huang said.
She was posthumously awarded the title "role model of the times" in July and a national-level outstanding Party member in October 2019.
Over the past seven years, a total of 2.8 million cadres, including professors, doctors, veterans and management personnel from state-owned enterprises, have been sent to assist poverty relief work in poor regions. By the end of 2020, more than 1,800 cadres had sacrificed their lives for poverty alleviation.
