Storyline


China's northeast region, an important industrial and agricultural base in the country, has been striving to realize revitalization by giving top priority to deepening comprehensive reform.

At a symposium during his research trip to the northeastern provinces of Heilongjing, Jilin and Liaoning in September 2018, Chinese President Xi Jinping emphasized that to revitalize the region, China should implement a series of policies of the Communist Party of China (CPC) Central Committee, stick to the new development philosophy, forge ahead with determination and an open mind, maintain targeted with continued efforts, deepen reform to tackle thorny problems and make good use of advantages while avoiding shortcomings.

In recent years, Heilongjiang Province has made continuous efforts to optimize its business environment, and deepened the reform to streamline administration, delegate powers, and improve regulation and public services by forming an integrated online government service platform. The online service rate for government affairs has reached 97.8 percent at the provincial level and 90.1 percent at the city and county levels.

In 2020, the Heilongjiang Provincial People's Congress issued a regulation for Harbin New Area to break down the institutional barriers, thus providing a strong legal guarantee for the innovative development of the area.

"The new area has brought us a lot of favorable policies. A lot of work was done in terms of policy support to logistics and marketing support," said Hou Diyang, Party secretary of the Harbin FRP Institute Co., Ltd.

"The 17 examination and approval departments of the city and the 35 'department-level chief public servants' in nine districts and counties provide projects with refined services. The services are available wherever there are demands from enterprises," said Yang Limei, deputy director of the Development and Reform Commission of Harbin City.

In order to create a favorable business environment, Liaoning Province formulated and revised China's first local regulation on optimizing business environment.

"Enterprises can focus more on their own development," said Wang Kai, project director of the Sino-German Development (Shenyang) Offshore Innovation Service Center.

Jilin Province has increased policy support for enterprise innovation projects and innovation platforms, and encouraged enterprises to increase the research and development input.

"We have been carrying out sci-tech-based high-quality development by adhering to independent innovation and in-depth control," said Sha Miao, chief engineer of the CRRC Changchun Railway Vehicles Co., Ltd.

As a core component of large aperture astronomical telescope, the actuators used in the world are monopolized by Western countries. In order to develop China's own actuators, the Baotou Research Institute of Rare Earths in Inner Mongolia Autonomous Region has begun to develop the rare earth giant magnetostrictive actuator. When it is put into use, the production cost of each set of equipment can be reduced by about 90 percent.
