China is taking a series of measures to guarantee coal and electricity supply for this winter, officials from the National Development and Reform Commission (NDRC) and National Energy Administration (NEA) said on Wednesday.
The measures include higher priorities on coal transportation, optimizing cost of coal-fired power generation, urging the effective implement of power market transactions, and banning improper intervention on regular price fluctuations on electricity market, officials said on a briefing session held by the State Council Information Office on Wednesday.
Many areas across China are recently struggling with power shortage amid surging coal price and rising demand in export-driven manufacturing sector. China will step up efforts to expand the the range of fluctuations in electricity prices, and limit energy use that violates regulations and disrupts market orders.
More efforts will also be made to secure the long-term supply contracts of heating coal and domestic gas. The one-size-fits-all decision of power cuts and imposing production limits by arbitrary administrative means in order to reduce carbon emission will be discouraged.
