"In 1998 when the first module was launched, it seemed then the relationship between Russia and the West would look up. But then the situation became complicated. And now after the West began to behave aggressively, we have very little chance of continuing cooperation on the International Space Station. Now we have an agreement with the Russian government to work on the ISS until the end of 2024. If we stay after 2025, we need another governmental agreement. I don't know if we can talk about it in the current situation."

"We'll finish the design of the project by the end of 2023. We've already chosen the orbit, which is important for the equipment to put the station into operation. We plan to launch this station between 2027 and 2028. So we are discussing with our scientists whether we will have manned flights from the beginning of 2025 to the end of 2027, or if we can have a manned flight when the new station is ready. It will be a very interesting high-latitude orbit, called a heliosynchronous orbit."

Storyline

Russia will look to wind down its cooperation on the International Space Station (ISS) while stepping up cooperation with China on the creation of a lunar station in the coming years, the head of Russia's space agency said in an interview with the China Global Television Network (CGTN) on Friday.

Citing the Western sanctions imposed as a result of the conflict in Ukraine, Dmitry Rogozin, director general of Roscosmos, said that the current geopolitical complications means Russia will end cooperation on the International Space Station(ISS) by the end of 2024.

"In 1998 when the first module was launched, it seemed then the relationship between Russia and the West would look up. But then the situation became complicated. And now after the West began to behave aggressively, we have very little chance of continuing cooperation on the ISS. Now we have an agreement with the Russian government to work on the ISS until the end of 2024. If we stay after 2025, we need another governmental agreement. I don't know if we can talk about it in the current situation," said Rogozin.

Rogozin stated that preparations on the proposed Russian Orbital Service Station (ROSS) are pushing ahead, with the aim of fully launching sometime in the next six years.

It will be a very interesting high-latitude orbit, called a heliosynchronous orbit," said the Roscosmos head.

Russia is set to launch its Luna-25 lunar probe in August, which will come 46 years after the Luna-24 mission under the former Soviet Union. The new mission will test soft landing technologies in the moon's circumpolar region and conduct contact studies of the lunar south pole.

Rogozin revealed he will also visit China to sign a governmental agreement on jointly designing and constructing a lunar station, with both the Russian and Chinese sides looking into setting up a moon base.

"It will be the beginning of joint work with Chinese scientists on launching the station's first block. We are planning the Luna-25 mission. It will be on the south pole of the moon. The mission will help Russian and Chinese specialists find a place to launch this lunar station. During my trip to China, I'll see the result of our super heavy-lift carrier rockets and the work of the new spaceship that China can use in its space programs. We'll see the progress we've been making. Maybe we'll have more agreements in lunar programs," he said.

Meanwhile, Roscosmos is also set to produce multiple Sarmat intercontinental ballistic missile strategic combat systems, which Rogozin previously described as "formidable" in terms of their retaliatory potential to "strike any aggressor". Rogozin stressed he hopes there will be no need to make use of these weapons.

"We have a war doctrine. All the decisions of deterrence are based on the doctrine. Sarmat is uniquely powerful with a global range. It is impervious to existing air defense systems. I think it will guarantee our safety for many years, maybe for the next four or five decades. I believe and hope the world won't go crazy and no one needs to resort to these weapons," he said.
