"We hope our colleagues in the EU would fully implement the Minsk agreement when working with the Ukrainian government. When Kiev starts to perform its obligations, we are willing to perform ours to guarantee the implementation of agreement and exert influence on Donetsk and Lugansk to press them to move in the same direction."

Russian Foreign Minister Sergey Lavrov on Monday met with visiting EU's High Representative for Foreign affairs and Security Policy Federica Mogherini and discussed with her the bilateral relations and the Ukraine issue.
Analysts believe that it is hard for the two sides to restore the bilateral relations as the mutual sanctions are still in place.
Mogherini, also Vice President of the European Commission, said the EU has no intention to permanently keep the sanction on Russia and the current sanctions are aimed at implementing the Minsk agreement and resolving the Ukraine conflict.
Lavrov said all parties should stick to a signed agreement and sanctions should not be targeting at Russia. He added that Russia is willing to implement the Minsk agreement passed by the UN Security Council and urged the EU to address Kiev’s avoidance of implementing the agreement and Kiev government, Donetsk, Lugansk militia and all other parties involved in the agreement including France and Germany to fully perform their obligations.

The 13-point Minsk agreement, which outlines the steps needed to end the conflict, was reached in February 2015 in talks involving leaders of Ukraine, Russia, Germany and France. The cease-fire pact has been consistently violated.
Mogherini said despite the disagreement, which mainly involves Ukraine and Crimea, Russia is still an important trade partner of the EU. She hoped Russia would work with the EU in a bid to find solutions to the Syrian civil war, Libyan crisis, Ukraine conflict, Israel-Palestine disputes and Iran nuclear agreement.
Lavrov reiterated that the two sides should strengthen political dialogue on issues of common concern, adding that Russia and the EU are not only neighbors but also trading partners.
It was the first time for Mogherini to visit Russia since she took office as EU foreign policy chief in November 2014.
