Storyline

Ignited by the police's killing of an alleged teenage drug courier, thousands of people, even including some supporters of the Philippines' President Rodrigo Duterte, took to streets in Manila to demand an end of Duterte's war on drugs

For over a year now, the president's war on drugs has sustained popularity among the public. Despite the thousands of killings either by masked gunmen or apparently by police, Filipinos tend to believe that the killings by police were in the act of self-defense.

However, the death of 17-year old Kian Loyd Delos Santos last week at the hands of police and the emergence of security footage of police dragging Kian has sort of changed that.

Now protests have swept through Manila. Some of the protesters were known to be associated with left-wing activist groups who were allies of President Duterte, but they are leading the struggle against Duterte's war on drugs.

During the protest, a number of victims in the "drug war" - not only Kian, but also some previous killed ones who are said to be innocent - were recounted and mourned. Protesters called for justice for those slaughtered at the "drug war".

"We believe that Tokhang, all cases of Tokhang, not just the case of Kian, should be reviewed. Because if the police are inconsistent on the case of Kian, it also applies to all the previous cases wherein the police summarily dismissed concerns about extra-judicial killings and defended the actions of the police," said a protester.

Project Tokhang, also known as "Oplan Tokhang" was a law enforcement project launched by the Philippine National Police (PNP) throughout the country. In Visayan, "Tokhang" means to approach and talk. It aimed to call the drug traffickers and users for a halt of their illegal activities.

"If they're not going to shift the focus on dismantling the source of illegal drugs, it's the poor who will continue to be victims of Duterte's war on drugs," said another protester.

The police, however, insisted that Kian was a drug courier and that has led some Filipinos to say that okay, maybe Kian deserved to be killed by police.

But Metro Manila's police chief Oscar Albayalde has said that the investigation will focus on whether Kian was executed by police officers involved and not whether Kian was involved in the illegal drug trade.

Even President Duterte, who has time and again defended police's killings, said that there needs to be thorough investigation into this case.

So far, all evidence points to a negation of police version of events, which is that Kian fought it out with police officers. For example, there was no gunpowder residue found on Kian, and also Kian sustained two gunshot wounds to the head. But police said, and government officials also echoed that this case remains to be an isolated one.
