Storyline

China's top disciplinary watchdog will cooperate with a to-be-established national supervisory commission to continue the fight against corruption and make anti-graft campaign more efficient, an official said Thursday.

Yang Xiaodu, deputy secretary of the Central Commission for Discipline Inspection (CCDI) of the Communist Party of China (CPC), made the remarks at a press conference on the sidelines of the 19th CPC National Congress.

China will establish a national supervisory commission in 2018 as part of the efforts to reform the state supervisory system.

"It is a major political policy decision made by the CPC Central Committee to set up a national supervisory commission in order to deepen the reform of the national supervision system. The purpose is to strengthen the Party's centralized and unified leadership over the anti-corruption work and build a centralized and unified, authoritative and highly efficient national supervision system so as to realize the supervision over all in the public service exercising public power and stimulate the progress in modernizing the national governance system and the governance capacity," Yang said.

China has begun to pilot the supervisory system reform in Beijing Municipality and the provinces of Shanxi and Zhejiang. All three have established a three-level commission from the county level to the provincial level.

The new supervisory system will integrate the functions of current supervision authorities, corruption prevention agencies, as well as departments for handling bribery and dereliction of duty cases or the prevention of duty-related crimes under procuratorates at various levels.

"Under the leadership of Party committees at all levels, the discipline inspection commissions will work together with the supervisory commissions. This fully manifests the organic integration of the inner-Party supervision and the state supervision, the Party discipline inspection and the state supervision and the rule-based Party governance and the law-based state governance under the leadership of the Party so that the forces of fighting against corruption will be more concentrated and the coverage will be broader, the responsibility of the discipline inspection commissions and supervisory commissions will be heavier and our work will be more efficient," Yang said.

Five years ago, the CPC leadership launched a high-profile anti-corruption campaign, which has led to the downfall of a number of high-level officials, known as "tigers," and lower-level "flies" who serve at the grassroots level.
