Delegates on behalf of the eight Shanghai Cooperation Organization (SCO) member states gathered in east China's coastal city of Xiamen on Wednesday to conduct a joint exercise targeting cyber terrorism.
The event follows a proposal made by Chinese President Xi Jinping in June at a SCO summit in Astana, Kazakhstan. Delegates from SCO member states and the bloc's anti-cyber terrorism body the SCO Regional Anti-Terrorist Structure (RATS) took part in the exercise.
The exercise simulates a scenario in which terrorist groups use the Internet and social networks to spread terrorism, separatism, and extremism. They are also trying to recruit members from the SCO countries.
According to Shi Jun, vice minister of China's Ministry of Public Security, terrorist groups continue to use the Internet to spread violent and extremist ideas. They also help teach related skills and expand recruitment channels. Terrorism has severely threatened world peace and security. It has become one of the most difficult issues to detect, prevent and strike against.
The first anti-cyber terrorism exercise was held in October, 2015, also in Xiamen. Since then, SCO member states have worked more closely on intelligence sharing, incidents investigating, and capacity building.
Yevgeniy Sysoyev, Executive Committee from the RATS, says exercises like this will help build effective mechanisms to counter new challenges and threats.
"The exercise has greatly benefited the member states. On the one hand, it is a test of the current laws, on the other hand, it provides practical experience for the cooperation between the member states. It also consolidates the idea among all the delegates of the SCO member states that strengthening mutual trust is really important," said Sysoyev.
The SCO currently has eight member countries from East, Central and South Asia, as well as Europe. It is the first time for India and Pakistan to participate in the exercise as full SCO members.
