Beijing has set a population cap of 1.3 million by 2035 for Tongzhou District, its subsidiary administrative center or "sub-center", according to a draft planning document released Thursday.
Tongzhou District, about 40 minutes' drive from the center of Beijing, will receive 400,000 to 500,000 residents relocated from the center by 2035, according to the document.
Meanwhile, the land area for urban and rural construction in Tongzhou District will be capped at around 100 square kilometers.
The per capita green space in Tongzhou District will reach 30 square meters and its ratio of green travel, including bicycles, buses and subways, will be above 80 percent, according to the document.
New energy and recycled energy will take up 20 percent of energy consumption in Tongzhou District by 2035, it said.
"The 'sub-center' construction enables us to effectively transfer some population and shift some functions out of the city center, so as to ensure an effective operation of Beijing's functions as the national capital and form close connection and coordination with the city center," said Shi Weiliang, head of the Beijing Municipal Institute of City Planning and Design.
Beijing is adopting measures to address its "urban ills" including traffic congestion and air pollution. The move is also part of the Beijing-Tianjin-Hebei integrated development plan.
The municipal government agencies have been moving their offices to Tongzhou since the end of 2017.
