China will further adopt measures to promote high-quality development of the manufacturing sector, said Minister of Industry and Information Technology Miao Wei on Thursday.

A statement issued after the latest Central Economic Work Conference, which mapped out policy priorities for 2019, said high-quality manufacturing development was prioritized on the work agenda and stressed unwavering efforts to build the country into a manufacturer of quality and the integration of advanced manufacturing and modern service.

The minister of industry and information technology said China will advance the supply-side structural reform, and adopt market-oriented and law-based measures to further cut overcapacity in the steel industry and other sectors.

By the end of 2018, China achieved the five-year goal of cutting 150-million-ton steel production capacity two years earlier than the target year 2020, according to Miao.

"Besides the steel sector, we will also prevent increase of capacity in sectors including electrolytic aluminum, cement and sheet glass, and we will implement strict controls on that. In the meantime, we will prevent resurgence of substandard steel productions, which we have banned with great efforts. Sticking to our targets, we will guide manufacturing enterprises towards intelligent manufacturing featuring digital and network technologies," said Miao.

Miao said the country will optimize the manufacturing sector's development environment and continue to ease market access by implementing the system of pre-establishment national treatment plus a negative list.

"The negative list will be shorter and shorter. China completely opened its general manufacturing sector to foreign investors last year, and we also set relevant schedules. So, we will further promote the opening-up to foreign investors in sectors such as new-energy vehicles, aircraft manufacturing and shipbuilding," said the minister.

China's production and sales of gas-fueled vehicles saw negative growth in the past year, while over 1 million new-energy vehicles were sold in the country in the same period. Miao said he is optimistic that the country would achieve its target of selling 2 million new-energy vehicles by 2020.

U.S. electric carmaker Tesla Inc. on Monday broke ground for its Shanghai factory, becoming the first to benefit from a new policy allowing foreign carmakers to set up wholly-owned subsidiaries in China.

The new plant, Tesla's first outside the United States, will help accelerate development of the industry, Miao said.

The minister said China will adopt more policies to foster small and medium-sized enterprises (SMEs).

"We will encourage and support the SMEs so that they would each focus on one main business that is special and new, and constantly seek perfection. We should help them do their own jobs well without distractions, instead of shifting their strategic focus for quick money," said the minister.

China has decided to roll out sweeping tax-cutting measures for small and micro businesses so that they can save a total of 200 billion yuan (about 30 billion U.S. dollars) each year.

The policies will include substantial drops in business income tax rates and a considerable raise in the tax threshold, according to a statement released after a State Council executive meeting chaired by Premier Li Keqiang on Wednesday.
