Storyline

Chinese authorities on Monday unveiled the outline development plan for the Guangdong-Hong Kong-Macao Greater Bay Area, aiming to develop the region into "a role model of high-quality development".

The plan was released by the Central Committee of the Communist Party of China (CPC) and the State Council.

Building the Guangdong-Hong Kong-Macao Greater Bay Area is a new attempt to create a new landscape in all-around opening-up in a new era, as well as new practice of pushing forward the cause of "one country, two systems", the plan pointed out.

The plan is formulated to implement the spirit of the 19th CPC National Congress, to carry out the principle of "one country, two systems", and to give a play of the overall advantage of the Guangdong-Hong Kong-Macao Greater Bay Area.

It will deepen the cooperation between the mainland, Hong Kong and Macao, further raise the leading role that the Greater Bay Area plays in China's economic development and the reform and opening-up, and support Hong Kong and Macao to take part in the national development.

It will also increase the wellbeing of Hong Kong and Macao compatriots, sustain the prosperity and stability of Hong Kong and Macao, and allow compatriots in the two regions to share the historical responsibility of national rejuvenation with the people of the mainland and to share the prosperity of the mainland.

The plan, an important outline document guiding the current and future cooperation and development of the Greater Bay Area, covers the period from now to 2022 in the immediate term and extends to 2035 in the long term.

It has 11 chapters, namely the background of the plan, the overall requirements, the spatial layout, developing an international innovation and technology hub, expediting infrastructural connectivity, building a globally competitive modern industrial system, taking forward ecological conservation, developing a quality living circle for living, working and traveling, strengthening cooperation and jointly participating in the Belt and Road Initiative, jointly developing Guangdong-Hong Kong-Macao cooperation platforms, and the implementation of the plan.

The leading group on construction of Guangdong-Hong Kong-Macao Greater Bay Area welcomed the plan, saying it will carry out its duty to push forward the implementation of the plan.

The Hong Kong Chief Executive Carrie Lam Cheng Yuet-ngor applauded the plan, saying that Hong Kong will work with the central department, local governments of Guangdong and Macao to push forward the construction of the Greater Bay Area.

Macao also welcomed the plan, saying that the region will actively participate in the construction of the Greater Bay Area, strengthen supportive work, and let Macao residents have a greater sense of participation and gain in the construction process.

The Greater Bay Area covers Hong Kong Special Administrative Region, Macao Special Administrative Region, nine cities of Guangdong Province including Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing.
