Chinese President Xi Jinping on Thursday met with his Philippine counterpart Rodrigo Duterte, who is in Beijing to attend the Second Belt and Road Forum for International Cooperation scheduled for April 25-27.

Xi said bilateral relations had achieved positive turnaround, consolidation and elevation over the past three years, and had entered a new stage of development.

Facts have proven that maintaining good-neighborliness and friendship between China and the Philippines keeps abreast of the historical trend, conforms with the peoples' expectation, and is the only right option, Xi said.

Xi said he would like to stand together with President Duterte, and continue to bring forward the bilateral relations along the right direction from a strategic and long-term perspective.

Xi called on the two sides to adhere to the general direction toward good-neighborliness and friendship, create a grand framework of jointly pursuing common development, give play to the profound wisdom of properly handling differences, and grasp the general trend of global development.
　
China is willing to enhance the synergy of development strategies with the Philippines, create highlights of cooperation under the framework of jointly building the Belt and Road, and promote connectivity and development for China and the Philippines as well as for all countries in the region, he said.

The two countries should honor their promises, carry forward the spirit of partnership, maintain peace and stability in the South China Sea, and strengthen maritime cooperation, Xi said.
　
China will continue to firmly support the just cause of the Philippine people in areas such as anti-narcotics and anti-terrorism, he said.

China is a lasting and reliable friend of the Philippines, Duterte said, adding that the Philippines will stick to an independent foreign policy.

Duterte said he will work with President Xi to rise above disturbances and uphold firm conviction to make friendly cooperation prevail in bilateral relations.

The Philippines is full of confidence about jointly building the Belt and Road with China and is willing to seize the opportunities brought by the Belt and Road Initiative so as to achieve its development goal.

The Philippines is willing to properly handle the maritime issues in order not to affect the development of bilateral relations, he said.

Le président chinois Xi Jinping a rencontré jeudi son homologue philippin Rodrigo Duterte, qui est à Beijing pour assister au deuxième Forum de "la Ceinture et la Route" pour la coopération internationale.

Xi a souligné que les relations sino-philippines avaient entamé une nouvelle phase il y a trois ans.

La diplomatie de bon voisinage correspond à la tendance de l’époque et est conforme aux attentes de la population des deux pays, a indiqué M. Xi.

L’initiative "la Ceinture et la Route" proposée par la Chine est en synergie avec le programme philippin "construire, construire, construire", a noté le président chinois. Il a exprimé sa volonté de voir les deux pays renforcer l'alignement de leurs stratégies de développement et intensifier leur coopération dans le cadre de "la Ceinture et la Route".

Les deux parties doivent maintenir la paix et la stabilité en mer de Chine méridionale et renforcer la coopération maritime. La Chine apportera son soutien total aux campagnes de lutte contre la drogue et le terrorisme menées par les Philippines, a ajouté M. Xi.

De son côté, M. Duterte a déclaré que les Philippines étaient confiantes quant à la construction conjointe avec la Chine de "la Ceinture et la Route". Son pays est disposé à saisir les opportunités offertes par l’initiative, afin d’atteindre son objectif de développement, a-t-il ajouté.

Le président philippin a également indiqué que son pays était prêt à gérer de manière appropriée les questions maritimes pour ne pas entraver le développement des relations bilatérales.

Après la rencontre, les deux chefs d’État ont assisté à la signature de documents de coopération bilatérale.

التقى الرئيس الصيني شي جين بينغ اليوم الخميس/ 25 ابريل بنظيره الفلبيني رودريغو دوتيرتي، الذي يزور بكين لحضور الدورة الثانية لمنتدى الحزام والطريق للتعاون الدولي المقرر عقده في الفترة من 25 إلى 27 أبريل.

وأشار شي خلال اللقاء إلى أن العلاقات الصينية الفلبينية دخلت مرحلة جديدة من التطور في السنوات الثلاث الماضية. وأضاف أن التطبيق يثبت أن ممارسة حسن الجوار والصداقة بين البلدين تتماشى مع الاتجاه التاريخي وتتوافق مع توقعات الناس وهي الخيار الصحيح الوحيد للبلدين.

وقال إن مبادرة الحزام والطريق التي اقترحتها الصين تتفق مع برنامج "البناء والبناء والبناء" الفلبيني، معربا عن أمله في أن يتمكن البلدان من تعميق تنسيق استراتيجياتهما التنموية وبناء نقاط بارزة جديدة للتعاون في إطار الحزام و الطريق.

وذكر شي أنه يتعين على الجانبين الحفاظ على السلام والاستقرار في بحر الصين الجنوبي وتعزيز التعاون البحري. وستقدم الصين الدعم الكامل لحملات الفلبين لمكافحة المخدرات ومكافحة الإرهاب.

ومن جانبه، قال دوتيرتي إن الفلبين مليئة بالثقة في بناء الحزام والطريق بشكل مشترك مع الصين وترغب في اغتنام الفرص التي أتاحتها مبادرة الحزام والطريق لتحقيق هدفها التنموي.

وقال إن بلاده مستعدة للتعامل بشكل صحيح مع القضايا البحرية حتى لا تؤثر على تطور علاقات البلدين.

وبعد الاجتماع، شهد الرئيسان توقيع وثائق التعاون الثنائي.

　中国の習近平国家主席は25日、北京の人民大会堂で、フィリピンのドゥテルテ大統領と会見した。

　習主席は「この3年間、中国とフィリピンの関係は回復、強固、向上という「三部作」を完成し、新たな発展階段に入った。両国間友好関係は歴史の流れに合致し、人々の期待に応じる、唯一の正しい選択であることが証明されている。ドゥテルテ大統領とともに、引き続き戦略的かつ長期的観点から正確な両国関係の発展方向を把握していきたい。両国は、友好関係や共同開発を堅持し、意見の相違を適切に処理する知恵を発揮し、世界発展の勢いを掴んでいかなければならない。『一帯一路』イニシアチブの共同建設と、大統領によって提唱された建設計画は両国間協力と非常に連携しており、大きな成果となる」と指摘した。

　習主席はまた「中国はフィリピンとの開発戦略的連携を深め『一帯一路』共同建設の枠組みのもとで協力のハイライトを構築し、中国とフィリピン及び地域各国との相互連携と開発を強化していきたい。両国は約束を守り、パートナーシップ精神を発揮し、南中国海における平和と安定を維持し、海事協力を強化すべきである。中国は引き続き麻薬統制やテロ対策などの問題に対してフィリピンを支持する」と強調した。

　これに対し、ドゥテルテ大統領は、新中国が成立してから70年で遂げた大きな成果に祝福の意を表し、「中国はフィリピンの長期的で信頼できる友人である。フィリピンは、独立自主の外交政策を厳守する。二国の直接的な協力が常にフィリピンと中国の関係の主流になるよう、習主席とともに干渉を排除し、確信を強めるために協力していく。フィリピンは『一帯一路』共同建設に自信を持っており、『一帯一路』協力によってもたらされたチャンスを活用し、国家の開発目標を達成したい。また、海事問題を適切に処理し、両国関係の発展に影響を及ぼさないようにしたい」と述べた。

　会見後、両首脳は二国間協力文書の調印に立ち会った。
